CALL TO ORDER/ROLL CALL OF MEMBERS <br />The meeting was called to order by Mayor Samson at 7:30 p.m., with the following officials <br />present: <br />Mayor David Samson <br />Commissioner Norman S. Edelcup <br />Commissioner Gerry Goodman <br />Commissioner Lila Kauffman <br /> <br />City Manager Christopher J. Russo <br />City Clerk Richard Brown-Morilla <br />Deputy City Attorney Hans Ottinot <br /> <br />Absent: Vice Mayor Danny Iglesias <br /> <br />2. PLEDGE OF ALLEGIANCE <br />Action: Commissioner Kauffman led the Pledge of Allegiance to the flag. <br /> <br />3. PUBLIC HEARING ON THE PROPOSED MILLAGE RATE AND TENTATIVE <br />BUDGET <br /> <br />3A. Millage Resolution (Public Hearing) <br />A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, <br />Establishing the City of Sunny Isles Beach Ad Valorem Tax Millage Levy Rate at 3.35 <br />Mills per One Thousand ($l,OOO) Dollars of Taxable Assessed Value Which is 41 % Greater <br />than the "Rolled Back" Rate of 2.37 Mills, for Fiscal Year 2002/2003; Providing for an <br />Effective Date. (First Hearing was 9/5/02) <br /> <br />Action: City Clerk Richard Brown-Morilla read the title and City Manager Russo reported on <br />the basis for the proposed millage rate. He noted that after the budget workshop and the first <br />budget hearing, he met individually with the Mayor and each Commissioner. The Manager <br />announced he had eliminated $200,000 from the budget through reducing expenses and by <br />planning to increase some fees charged by the Building Department. Commissioner Edelcup <br />complimented that we have a balanced budget without using any surplus funds. <br />
