City of Sunny Isles Beach <br />Attn: City Clerk <br />March 4, 2019 <br />Page 3 <br />If selected, the City w 11 have access (cell phone and home number access seven days a <br />week) to every lawyer at the Firm. However, in order to ensure that the City receives the most <br />complete, efficient and cost effective service available in a timely and easily accessible manner, <br />we are proposing that Lillian Arango will sit as City Attorney and Daniel Espino will be backing <br />her up. In addition, we invite you to review the "Team Sunny Isles Beach" section of our proposal <br />which contains a more detailed description of the top tier group of attorneys that will have primary <br />responsibility for handling City matters. <br />The Firm currently serves as city attorney for approximately 20 cities tluoughout Florida; <br />however, the Firm's current workload will not have any impact on our ability to provide high <br />quality, timely and cost-effective legal services to the City. We view our current workload as <br />aiding our ability to provide quality and efficient legal services to our municipal clients in that <br />there is seldom an issue that we face for one of our cities that we have not previously addressed in <br />other municipal representations. As such, we are not forced to learn on the job and the City will <br />benefit greatly from our familiarity with the legal issues it faces. Both Ms. Arango and Mr. Espino <br />have the necessary capacity to be able to fully address the City's general municipal legal needs. <br />The Firm warrants and represents that at all times during the term of its agreement with the <br />City, it and its attorneys shall remain in good standing with the Florida Bar and shall maintain all <br />required licenses, certifications and permits required under federal, state and local law to perform <br />legal services on behalf of the City. <br />Basis of Compensation <br />The Firm proposes two options for compensation, the first being a blended hourly rate for <br />all attorney work performed for the City, and the second being a fixed monthly retainer with certain <br />excluded services billed hourly. The Firm believes that either scenario referenced below will result <br />in legal costs to the City that are lower than what is budgeted by the City for FY 2018-2019. <br />Regardless of which option is selected, the Firm will also bill the City for costs incurred by the <br />Firm in providing legal services to the City, such as court reporter and mediator fees, expert fees, <br />courier services, etc. In addition, the Firm requests that under either scenario referenced below, <br />the Firm's fees would be subject to an annual three percent increase. <br />Option l: Hourly hate Option <br />For this option, the firm proposes that a blended hourly rate of $260/hom• for all attorney <br />time for legal services provided by Firm attorneys for the City. The Firm will provide paralegal <br />services at no charge.
