<br /> <br /> <br /> <br /> <br /> <br /> 10 <br />City of Sunny Isles Beach <br />RFP No. 19-02-01 <br />March 4, 2019 <br />Interpretation of Scope of Services <br /> <br />GrayRobinson has long provided our government clients with effective representation as city/county <br />attorney, and before other government agencies, including municipalities, counties, special districts, the <br />State of Florida and the U.S. Congress. We have served as general counsel and/or special counsel to <br />numerous cities, counties, and public agencies. We have also represented hundreds of clients before <br />governmental entities relating to everything from bidder's protests to complex entitlement and zoning <br />matters, and successfully lobbied at all levels of government. <br /> <br />GrayRobinson attorneys currently serve as city attorney to over a dozen municipalities, and special <br />districts; general counsel to the Florida Citrus Commission; and counsel to the Florida House of <br />Representatives with regard to reapportionment issues. Our attorneys also provide specialized legal <br />counsel to a number of government agencies throughout the state, including the Department of <br />Management Services on employee benefits issues and have represented the State's largest and oldest <br />private children's services agency in negotiating and contracting with the state in the current privatization of <br />child protection services. <br /> <br />Representation of Local Governments <br /> <br />The experience and reputation gained during our years of public service enable us to provide <br />quality legal services to the public sector in the areas of administrative law, environmental and land <br />use law, general government, public finance, procurement, utilities and zoning, to name a few. In <br />addition, members of our public law team have served on the staff of governmental agencies for <br />both state and local governments, providing our clients with a unique perspective and knowledge of <br />local government. <br /> <br />• Governmental Operations and Home Rule. Through our representation of counties and <br />municipalities, we have developed experience and depth in all areas of home rule law, <br />drafting contracts ordinances and resolutions, governmental ethics, public-private projects, <br />public records law, public utilities, solid waste, sunshine law, and all other aspects of daily <br />governmental operations. <br /> <br />• Employment and Labor Law. The Firm’s attorneys have extensive employment law and <br />litigation experience, and advise clients in all areas of agency, state and federal law. We <br />also defend employers against equal employment opportunity charges and claims in the <br />investigation and litigation stages and advise clients with respect to administrative actions <br />and claims. The firm has represented Florida public sector employers at the city, county, <br />constitutional officers, school district, community colleges, state universities, authority and <br />special district levels in union elections, collective bargaining, arbitrations and unfair labor <br />practice litigation. <br /> <br />• Environmental and Land Use Law. Our experience as city/county attorney for numerous <br />jurisdictions has generated a sophisticated and wide-ranging practice in the fields of <br />environmental regulation and land use planning. We are recognized throughout the state for <br />our experience and ability in representing both public and private clients in comprehensive <br />planning, environmental permitting, land use, and zoning involving brownfields, “green” <br />development, new development and redevelopment. <br />
