CRASH DATA SAFETY REVIEW <br />Signal Four Analytics was used to review the crash history near the intersection of 174th Street <br />and State Road A1A/Collins Avenue. Signal Four Analytics is a program which evaluates crash <br />data from the Florida Department of Highway Safety and Motor Vehicles. Crash data is updated <br />nightly and is geo‐located which allows the crash locations to be shown on an interactive map <br />and be presented as a spatial distribution of crashes. Intersection and road segment crash data <br />analysis can be performed for certain timeframes to evaluate types of crashes <br />(vehicle/bike/pedestrian), time of day, road condition and other variables through the use of <br />Signal Four Analytics. <br /> <br />Figure 5 shows the extent of Collins Avenue analyzed, from 172nd Street to the crosswalk north <br />of 175th Terrace. The bubbles shown in Figure 5 represent the different crash locations and the <br />numbers in the bubbles represent the number of crashes at the respective locations over the last <br />five years. <br /> <br />Figure 6 depicts the type and severity of crashes that occurred during this five‐year period. There <br />was a total of 101 crashes during this period. Almost half were rear end collisions. Six crashes <br />involved pedestrians, two of which were fatal. Figure 7 depicts the location of the two pedestrian <br />fatalities, which are so close to existing crosswalk protection that jay‐walking is not likely a factor. <br /> <br />The City of Sunny Isles Beach City Commission in conjunction with FDOT held a Commission <br />Workshop on November 15, 2018 to discuss pedestrian and traffic safety along State Road <br />A1A/Collins Avenue. FDOT commissioned a safety study along the State Road A1A/Collins Avenue <br />corridor and provided a report to the City Commission and spoke about the fatalities that have <br />occurred on State Road A1A/Collins Avenue. A copy of this supplemental information has been <br />provided in Appendix E. <br /> <br />Nationwide, the fatality rate per 100 million vehicle miles driven enjoyed a long period of gradual <br />decline, reaching a low point in 2014 at 1.08. It rose in 2015 to 1.15, and again in 2016 to 1.18, <br />the last year this data is currently available. This is a weak series size to use when claiming a <br />trend exists. Also, attributing cause and effect to simple correlation is a popular mis‐use of <br />statistics. That said, smart phone usage is increasing and there is growing attention begin given <br />to the effect on road safety of the increasing number of users of the transportation system <br />enthralled by their hand‐held devices. Both the pedestrian fatalities and the percentage of rear‐ <br />end crashes are consistent with distracted driving. Distracted walking is a health risk too. <br /> <br />Appendix E has more detailed crash information for all the crashes.
