5959 Blue Lagoon Drive • Suite 410 • Miami, FL 33126 • 305.265.5400 • eacconsult.com
January 13, 2020
City of Sunny Isles Beach
18070 Collins Avenue
Sunny Isles Beach, Florida 33160
Re: RFQ 19-11-1 Professional Engineering and Architectural Services for Pedestrian Bridge with Park Elements Across A1A at
174th Street. – CCNA
Dear Selection Committee:
We congratulate the City of Sunny Isles Beach for a strong sense of community and safety as it pursues its vision to engage
and enhance the community’s quality of life.
The Sunny Isles Beach of the future is a community with high mobility and accessibility to neighborhood amenities for its
residents, a place where the movement of local and regional people and goods is provided by street, water, transit, pedestrian,
and bicycle systems that are complete and fully integrated.
EAC Consulting, Inc. (EAC) is pleased to submit this proposal package in response to the City’s Request For Qualifications
(RFQ) to provide professional engineering and architectural services for the Pedestrian Bridge with Park Elements across A1A
at 174th Street.
Understanding of Scope of Work
EAC is fully aware of the importance of this project to the City, and to the potential improvement of pedestrian mobility in
the community. The project’s purpose is to provide safe pedestrian and bicycle access over Collins Avenue at 174th Street.
There is currently a need for pedestrians and cyclists to safely and conveniently cross Collins Avenue to access the Gilbert
Samson Park, the beach and numerous retail shops on the west side of Collins Avenue. EAC is a FDOT certified firm that
specializes in bridge design. We have built a team with the capabilities to provide the professional engineering and architectural
services for the proposed pedestrian bridge at 174th Street. This pedestrian bridge will be designed as an elevated park, with
attractive landscaping features and a safe pedestrian pathway. EAC’s familiarity with the tasks anticipated makes us qualified
to successfully complete this project. Some of the unique qualifications of the EAC Team assembled for this project are:
1. EAC understands the requirements of the FDOT’s Local Agency Program (LAP) Manual as it relates to projects such as this
that involve a bridge structure crossing a roadway. We will comply with -the FDOT’s latest revisions to the LAP Manual and
the Florida Design Manual for these bridges.
2. EAC has included a Peer Review firm on our team that will review not only the design of the bridge, but also the construction
sequence.
3. EAC has a proven reputation for providing notable bridge structures, including pedestrian bridges. In 2019, EAC successfully
completed the design of the pedestrian bridges for the HardRock Stadium as part of a design build contract.
4. EAC’s commitment to public safety will result in a successful project.
Our Commitment to RFQ No. 19-11-01
EAC is committed to the practice of engineering, as well as to maintaining excellence in the quality of our services. We pledge
and commit to perform the proposed scope of work for RFQ No. 19-11-01 in accordance with the terms of the response being
submitted. Our team is ready and available to immediately start work. We have reviewed the scope of services for this project
and have selected a Project Team to ensure that the City of Sunny Isles Beach is provided with the required qualified skills to
effectively complete all the services called for in this RFQ.
