RFQ NO. 20-07-01 – CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA)
SURVEYING AND MAPPING SERVICES / GEOTECHNICAL SERVICES

Maser Consulting
VIRGIN MIAMI CENTRAL (ALL ABOARD FLORIDA (AAF))
Miami, FL

Description of Work Performed:
Virgin Miami Central, is a mixed-use railroad
station development in the Government Center district
of Downtown Miami. Currently, the station serves an inter-
city rail service named Virgin Trains USA (formerly known
as Brightline) and connects to the adjacent Government
Center station serving Metrorail, Metro Mover, bus lines
and Tri-Rail commuter rail. The 9-acre complex is a
quarter of a mile long, seven (7) stories tall with three (3)
towers looming from its foundations and includes 3 million
square feet of residential, office, commercial, and retail
development. The station was built by All Aboard Florida,
a subsidiary of Florida East Coast Industries (FECI)
overseeing Virgin Trains USA.

Maser Consulting began this project in August 2014. The
preparatory work began with the removal of parking lots
that had previously been located on the site of the Flagler
Railroad Miami Rail Yards. Maser Consulting was hired by
Suffolk Construction to create the construction control
based on an extensive boundary analysis that including
location of the existing railroad tracks, utility locations
(above and below grade), right of way for all adjacent city,
state roads and railroad that were impacted by the new
construction. The design of the station includes aerial
easements over and across city right of way.

The project site is located between NW 3rd Street to the south, north
to NW 8th Street between NW 1st Avenue and NW 2nd Avenue
containing more than 740,000 square feet at ground level. Miami
Central, the Brightline tracks and station is elevated 50 feet to align
with existing public transportation, with retail spaces beneath the
tracks. The alignment of the new construction to the existing
structures was just one of the many tasks that Maser Consulting
performed. Construction of the facility began in mid-2015 when
subterranean support pilings began to be installed. Maser Consulting
was hired by Keller (HJ Foundation) for foundation layout, as builts and
redesign. More than 1600 piles were installed to support the massive
structure. Along with the piles, further surveying support was needed
for the layout of the pile caps and main support columns located
throughout the entire site.

Client Reference:
Florida East Coast Industries
Elizabeth Lamborgani (Suffolk
Construction)
701 Waterford Way, Suite 450
Miami, FL 33126
Phone No.: 954.410.7382
Email: ELamborgani@Suffolk.com

Year Completed:
08/2014 - Present

Key Maser Team Member
Participation: John Liptak, PSM (PM and
Surveyor of Record); Aimara Diaz la
Rosa, PSM (Project Surveyor); Michael
Cardo, PSM (Project Surveyor); Denis A.
Denis, PSM, PE (Project Surveyor); Jose
Morales, PSM (Project Surveyor); Jeffrey
Tuchband (CADD Manager)

Executed Agreement:
Florida East Coast Industries
Surveying & Mapping Services
$1,116,850

Section F, Page 39
