<br />City of Sunny Isles Beach RFQ No. 20-07-01: Continuing Professional Consulting Services (CCNA)
<br />and programs provides us with the required expertise to
<br />successfully work in residential neighborhoods, on local and
<br />commuter roadways, and near schools, along with the know-
<br />how to solve the unique challenges each can present.
<br />To efficiently serve the City throughout this contract, CES has
<br />identified key professional individuals for each of the required
<br />technical disciplines and specialties to assure the City of the
<br />availability of quality design/construction staff and of our
<br />ability to provide a prompt response to any requested services.
<br />CES has assembled a “deep bench” and an experienced team
<br />of qualified professionals—a team with strong technical
<br />expertise and knowledge. The following is a brief synopsis of
<br />the CES Team’s areas of responsibility.
<br />Key Personnel
<br />The right people make the difference; they are critical to the
<br />success of any project. As your consultant, the CES team will
<br />provide the City with the knowledge and expertise necessary
<br />to complete your projects on time and on budget. CES has
<br />more than enough capacity and highly-qualified, available
<br />personnel to provide the required services in the City’s
<br />required timeframe.
<br />The CES team brings nearly 20 years of Civil Engineering and
<br />Construction Engineering and Inspection (CEI) experience to
<br />the City, having worked alongside a variety of similar clients
<br />and stakeholders, effectively applying professional and
<br />technical expertise to plan and control resources, schedule
<br />and risk to assure the successful delivery of quality, functional
<br />projects on time and within budget. Our team’s Key Personnel
<br />include:
<br />Rudy Ortiz, PE, CGC, Principal-
<br />in-Charge, has over 30 years of
<br />construction management, program
<br />management, and engineering
<br />design experience in a variety of civil
<br />infrastructure projects, specializing
<br />in the design and construction of
<br />water/wastewater utilities, stormwater and drainage projects,
<br />neighborhood improvement projects, transportation facilities
<br />and roadways. His experience includes Program Management
<br />of fast-track and complex water and wastewater projects,
<br />including Consent Decree programs for Miami-Dade County
<br />and Puerto Rico. With the City of New York, Rudy functioned as
<br />Construction Manager, Resident Engineer and Field Engineer
<br />for a variety of multi-million dollar roadway reconstruction
<br />and neighborhood improvement projects.
<br />Jose Caraballo, PE, Vice
<br />President and Project Manager
<br />for this contract, has 18 years of
<br />professional experience in the
<br />areas of civil, water, wastewater,
<br />stormwater and drainage design,
<br />transportation and environmental
<br />engineering, including over 120,000 LF of residential water
<br />main, 20,000 LF of water treatment plant yard piping, and
<br />more than 50 pump/lift stations, and project management
<br />with various public entities. He has been involved in a variety
<br />of civil and environmental engineering projects related to the
<br />improvement of roadways, public utilities, drainage systems,
<br />pump stations, lift stations, water treatment plants, ports
<br />and airports, Class IV Freshwater Wetland Permitting and
<br />Environmental Resources Permitting, amongst others. Jose
<br />has successfully overseen projects from the initial assessment,
<br />feasibility analysis and conceptual stages through completion,
<br />including full design, permitting, construction management/
<br />administration and close-out. Jose’s construction background
<br />blended with his design acumen gives him a unique perspective
<br />valuable to design build projects.
