<br />Gus Silva, PE, Assistant Project
<br />Manager for this contrct, has eight
<br />years of experience in the design
<br />of wastewater pump stations and
<br />force mains, inspection/testing of
<br />sanitary sewer pipes connecting to
<br />pump stations, geotechnical design
<br />for the public and private sectors,
<br />foundation, concrete and structural inspection, environmental
<br />assessments, utility coordination for design and construction,
<br />and material testing. Gus serves as a member of the American
<br />Society of Civil Engineers, Miami-Dade Branch and is currently
<br />the Government Relations Committee Chair. He has been
<br />an active ASCE member since 2014, participated in multiple
<br />leadership events as an ASCE Young Member and attended
<br />Florida Engineering Society Legislative Day.

<br />throughout Florida in the public
<br />and private sectors make him the
<br />perfect choice to work with City
<br />collaborating with stakeholders, public outreach, and this
<br />team of professionals.
<br />He brings a unique skill set and experience that will directly
<br />benefit the City and this contract. For many years he worked
<br />with municipal clients to develop projects to be approved
<br />for Cooperative Funding and later while Executive Director
<br />of SWFWMD, he championed cooperative funding, effectively
<br />doubling the annual budget.
<br />Blake has worked at all levels of project leadership including
<br />Principal-in Charge, Project Director, Project Manager, Project
<br />Engineer and QA/QC Reviewer on more than a hundred
<br />civil, utility and water resource infrastructure projects. His
<br />experience encompasses master planning and design for
<br />water, stormwater and wastewater utilities, permitting,
<br />specifications and construction services.

<br />40 years of utility engineering
<br />experience primarily in Tampa Bay
<br />and Central/South Florida. David
<br />currently serves as a Senior Project
<br />Manager for CES and recently was
<br />the Design Project Manager for the
<br />$72M West Avenue Sea Level Rise Design Build projects in
<br />Miami Beach.
<br />David has successfully functioned in many leadership and
<br />operational roles, and has an extensive background in civil and
<br />environmental engineering, project planning and development,
<br />client-consultant liaison, and construction-related services for
<br />resiliency, infrastructure and environmental projects.
<br />He has significant experience in project management and
<br />direction of civil/environmental engineering design and
<br />plan preparation involving neighborhood improvement,
<br />sustainability and resiliency, site development and
<br />predevelopment services; roadway and transportation-related
<br />design; stormwater pipe/culvert design, environmental
<br />permitting and stormwater management; environmental
<br />impact studies and assessments; utilities and infrastructure
<br />improvements; water and wastewater transmission and
<br />treatment systems; and CEI and construction management.
<br />David has directed, managed, designed or provided quality
<br />control for various multi-disciplined stormwater, water,
<br />wastewater and water resource systems/projects throughout
<br />his career and has provided professional/consulting services
<br />related to system evaluation, technical support and design
<br />of various types (Conc., Box, RCP, CMP, HDPE, Steel) and
<br />sizes (12” to 128” RCP/CMP, 2’x3’ to 12’x30’ Box Culverts) of
<br />stormwater piping, culverts, diversion/control structures, and
<br />environmental restoration improvements and sustainability
<br />projects in the public and private sectors in Florida and SE
<br />US. David was also the design team lead member for the 100
<br />Resilient Cities Accelerator Workshop for West Avenue and
<br />has contributed with design input to the South FL Climate
<br />Compact and is a member of the Resilient Utility Council.
