<br /> <br />CITY OF SUNNY ISLES BEACH <br />CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) <br />RFQ No. 20-07-01 <br /> <br />Topographic Surveys (Roadway Design) <br />BE has a wealth of experience in preparing topographic surveys for roadway design. As a current and prior <br />consultant to the Florida Department of Transportation, Districts 4 and 6, and a variety of municipalities, our team <br />has the credentials to handle this work efficiently and professionally. <br />The first step is usually the establishment of Project Controls (horizontal and vertical throughout the project <br />corridor). Next will be the recovery of monuments which can be used to re-establish the historic baseline or to <br />determine a new baseline of survey if none exists. In addition to locating all fixed, aboveground improvements, <br />cross-sections are taken throughout the project corridor (at an interval which honors the City’s requirements at <br />the time of the survey as well as any breaks in grade). <br />Once the data is processed and adjusted in the office, it is common that a Digital Terrain Model (DTM) is prepared. <br />This allows designers to cut cross-sections and profiles if needed and allows for greater flexibility as designs <br />change. At times, it will be necessary to review title searches, particularly if additional Right-of-Way is to be <br />acquired. <br />Whatever the City needs in terms of Roadway Design Surveys, BE has the trained staff and experience that is <br />required to get the job completed on time. <br />Right-of-Way Surveys <br />Determining the location of the Rights-of-Way for roads and canals requires an understanding of surveying <br />principals, a knowledge of how to prioritize field evidence, an ability to read maps, as well as expertise in <br />interpreting deeds and applying the law. Sometimes the rights are established by plat, other times by deed, and <br />other times they are the result of a reservation. BE has extensive recent experience in the preparation of R/W <br />Surveys for various government agencies including the Florida Department of Transportation, South Florida <br />Management District, and various municipalities. <br />The work would start with inquiries made to the City for any prior work performed in the area (maps, field books, <br />etc.). Additional research would be performed at Miami-Dade County and FDOT (where applicable). If title <br />searches are provided by the City, they would be fully investigated by BE, with particular focus on matters related <br />to the Right-of-Way in question. Certified Corner Records (CCRs) would be obtained from Labins. Of course, BE’s <br />libraries of historic surveying records (field notes, maps, etc.) are in invaluable source of information. <br />Initial field tasks will involve the location of R/W monuments and control points, Public Land Survey monuments, <br />as well as any suitable subdivision corners which would assist in determining the limits of ownership. <br />Consideration would also be given to physical evidence of ownership and apparent use by others (fences, walls, <br />trails, etc.). <br />Once a determination has been made as to the location, on the <br />ground, of the Right-of-Way, monuments would be (if requested) <br />set at all changes in direction, and at intervals along the corridor as <br />specified by the City. <br />Maps would be prepared in accordance with City standards, in a <br />clean, clear, and professional format. Where appropriate, Certified <br />Corner Records would be filed and copies would be provided to the <br />City. <br /> <br />Elevation Certificates <br />An Elevation certificate is an administrative tool produced by the <br />National Flood Insurance Program (NFIP) which is used to ensure <br />compliance with community floodplain management ordinances <br />and also to determine the appropriate insurance premium rate. <br />12
