<br /> <br />CITY OF SUNNY ISLES BEACH <br />CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) <br />RFQ No. 20-07-01 <br />Fee Proposal <br />Once the assignment has been fully researched <br />and a site visit has been performed, BE will <br />prepare a man-hour estimate. Unless an <br />alternative method is requested, BE will prepare <br />a spreadsheet using these man-hours together <br />with our contract rates. <br /> <br />Approach to Work (Typical) <br />Once the fee proposal has been approved and we <br />receive a fully executed Authorization to Proceed, <br />Biscayne Engineering’s Project Manager, Mike <br />Bartholomew will hold an internal kickoff meeting <br />to discuss in detail the full scope of work, the <br />project schedule, QA/QC procedures and <br />deliverables. Team members will be assigned to <br />specific production tasks and a full mission plan <br />will be outlined. Research documents (plats, <br />deeds, benchmarks, etc.) will be assembled, and <br />project budgets will be prepared and followed daily. <br />The team of professionals at BE have decades of experience in the design and implementation of GPS control <br />networks for projects involving mobile LiDAR, airborne LiDAR, static High Definition Laser Scanning, as well as all <br />other conventional surveys. We will ensure the data collection meets the accuracies required for all projects. BE <br />will follow all guidelines and specifications required and in compliance with the Standards of Practice set forth by <br />the Florida Board of Professional Surveyor’s and Mappers. <br />Proper planning and sound surveying measurement principals and procedures along with stringent QA/QC will be <br />utilized to produce the desired accuracies in a timely and cost-effective manner. This is our promise to you and <br />what we will do every time, for all projects assigned under this contract. <br /> <br />Approach (by Work Type) <br />BE has a long history of performing all types of surveys, including those specified in the RFQ, throughout South <br />Florida. For the most part, our volume of work speaks for itself, but t here are a few areas where we feel it is <br />necessary to illustrate our approach. <br /> <br />Topographical Surveys (general) <br />With our long history, it is hard to imagine a company having more experience in the preparation of Topographic <br />Surveys than BE. While no two scopes are alike, there are some basic items that are components of any well- <br />prepared Topographic Survey. <br />First, the Project Manager and all team members must gain a clear understanding of the main purpose for the <br />Topographic Survey to ensure the correct amount of data is collected. <br />Also, equipment must be calibrated: poorly calibrated equipment introduces errors that may be difficult and costly <br />to fix later. Furthermore, any benchmarks (vertical control points) used must be independently verified by a closed <br />bench level circuit to an additional benchmark(s). When locating features with the total station, it is imperative <br />that the survey crew regularly checks and records their backsight reading, to ensure that the instrument has not <br />been disturbed. <br /> <br />11
