Tab 4 D. Project Approach and Understanding <br />Continuing Professional Consulting Services <br />Request for Qualifications No. 20-07-01 <br />2-Civil Engineers <br />Ross Engineering, Inc. (Ross) is readily available to assist the City of Sunny Isles Beach to provide <br />Continuing Civil Engineering Consulting Services on an as-needed basis. Our firm is extremely familiar with <br />all the projects listed in the City’s RFQ and has successfully permitted and completed projects similar in <br />scope. Planning, analyzing, and designing stormwater, water and wastewater is our specialty. Ross <br />Engineering, Inc. is ready to serve the City with our Project Manager, Robert Ross, P.E. Mr. Ross will serve <br />as the one point of contact for the continuing civil engineering services for this contract. <br />Ross was also hired by Miami Dade Water and Sewer Department to run the County’s water distribution <br />models using infowater for the entirety. Ross is performing a risk assessment and resiliency analysis for <br />the City of North Miami’s drinking water system in order to certify the City’s potable water system with <br />the Environmental Protection Agency (EPA). As part of this work, Ross has performed multiple workshops <br />in person and virtually using Microsoft Teams with the key City staff. Coordination includes items such as <br />vulnerability, resilience and longevity of the overall water plant and its distribution system. After the Risk <br />and Resiliency phase completes, Ross will assist the City in creating an Emergency Response Plan (ERP) <br />which describes strategies, resources, plans, and procedures the City can use to prepare for and respond <br />to an incident, natural or man-made, that threatens life, property, or the environment. Incidents can range <br />from small main breaks or localized flooding to large scale hurricanes, system contamination, among other <br />examples. <br />Our approach to the project is to be proactive and setup meetings with key City staff including scope <br />negotiations, project kickoff. We want the City of Sunny Isles Beach to feel that Ross Engineering, Inc. is <br />an extension of the city staff and not an outside consultant performing work independently. We believe <br />that strong communication and coordination with the city will greatly benefit each task work order project <br />and will ensure that the City’s funds are well spent. After the notice to proceed and initial meeting with <br />the City, the Project Manager, Robert Ross, P.E., LEED AP, will implement a plan for the project including <br />schedule, budget, and design. In the schedule, we will include <br />any phasing plans, permitting and construction to ensure the <br />project is delivered on time and within budget. Our clients <br />continue to re-hire our firm because we provide valuable <br />planning and design that considers constructability while <br />minimizing construction costs and maintaining the schedule <br />at the same time. <br />Our approach and methodology for each task work order <br />described below has made each of our projects successful in <br />staying on budget and within schedule. <br />Task Authorization (Proposal) Phase: <br />The first step in the process is to negotiate the task authorization. Upon receipt of the preliminary <br />engineering report, scope of work, estimate of probable cost and project schedule the Ross Project <br />Manager will review the documents provided with the team. If required a coordination meeting with the <br />City will be scheduled to discuss and clarify all critical project elements. Items to be clarified may include <br />project objective, scope of services, roles and responsibilities, the City's expectations, project schedule, <br />Page 7
