Project Approach and Understanding <br />Continuing Professional Consulting Services <br />Request for Qualifications No. 20-07-01 <br />2-Civil Engineers <br />site constraints, environmental concerns/considerations, regulatory requirements, and budget. Once the <br />assignment is fully defined, consultant fees will be established and negotiated. Upon receipt of the <br />executed Task Authorization, the work will begin. <br />Design Phase: <br />Based on our review of the scope of services identified in the RFQ the following is a summary of our design <br />through construction submittals. <br />30%, 60% and 90% Design Submittals: <br />For the design and construction documents under the 30% phase, we will conduct our site and utility <br />investigations and provide surveying. The drawing set will address location, installation, and relocation of <br />any existing utilities. These preliminary drawings will include the data collected from the topographic <br />survey of the limits of construction for the new drainage, water or sanitary sewer mains, the existing utility <br />information collected during the Subsurface Utility Engineering (SUE) efforts and a list of jurisdictional <br />regulatory agencies, including City, County, State, and Federal, with the associated permit fees and an <br />anticipated schedule outlining the timeframe to secure each permit. The project schedule and preliminary <br />estimates of probable cost will be updated. All the above-mentioned documents will be compiled and <br />submitted to the City of Sunny Isles Beach for review and approval. <br />Prior to commencing the preparation of the 60% Submittal package, the Ross Engineering Team will <br />schedule a 30% design review meeting with the City to discuss the 30% design review comments, review <br />critical activities and milestones, discuss the estimates of probable cost and update the schedule, as <br />required. The 60% design plans will detail the proposed improvements and will include pertinent standard <br />details. Our typical plan set during 60% will include existing conditions (survey), proposed civil plans, <br />gravity/force main plan and profiles, including connection points, isolation, and automatic air release <br />valves. Preliminary technical specifications including front end documents will be prepared following the <br />city's format. Included in the drawing set will be a preliminary maintenance of traffic plan per Miami-Dade <br />County and Florida Department of Transportation (FDOT) District 6 requirements, specific to each project. <br />The estimate of probable cost will be updated with more detailed information based on the plan set and <br />project schedule will be revised to include preliminary construction timeline. <br />The 90% design package will reflect the complete set of construction drawings, specifications, calculations <br />and estimates of probable cost in final form with ALL prior issues and comments resolved and <br />incorporated into the construction documents. Together with the 90% Submittal, the Ross Team will <br />prepare the necessary permit application packages, verify permit fees and forward to the City for review <br />and execution as the permittee for the project. <br />Permitting: <br />Upon receipt of the City’s 90% comments and executed permit application packages, the Ross Team will <br />submit the permit package(s) to the regulatory agencies having jurisdiction. We will address comments <br />received from the regulatory agencies and update the design drawings as required. Once the permit is <br />issued, we will review permit conditions and, as needed, incorporate them in the final drawings and <br />specifications. Ross utilizes a permitting log for all permitting agencies for a particular project with <br />Page 8
