PROJECT APPROACH AND UNDERSTANDING <br /> <br />CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING <br />COASTAL PROTECTION ENGINEERING LLC | PAGE 6 <br /> <br /> <br />Once a project has been identified for permitting, CPE <br />utilizes our provide approach that aims to prepare <br />comprehensive applications and provide the <br />environmental data upfront to expedite regulatory review <br />and permit issuance. Throughout the process, we utilize <br />our strong working relationships with regulatory agency <br />staff established through years of coordination and <br />mutual professional respect. This directly benefits our <br />clients because the trust built over the years between our <br />staff and the agencies facilitates efficient coordination and <br />communication. <br />The marine biologists assigned to this project are also <br />professionally trained in the implementation of National <br />Environmental Policy Act (NEPA) and have prepared <br />numerous Environmental Impact Statements (EIS) and <br />Environmental Assessments (EA) for both the USACE and the Bureau of Ocean Energy Management <br />(BOEM). As a result, we have the credentials to prepare supporting documents, such as Essential Fish <br />Habitat (EFH) assessments, Biological Assessments (BA) and Cumulative Effects Assessments (CEA) in <br />order to assist coordination with the National Marine Fisheries Service (NMFS) and the U.S. Fish and <br />Wildlife Service (USFWS). <br />Construction Documents and Construction Administration <br />Plans and Specifications – Based on the extensive experience our staff has with construction projects, <br />CPE prepares plans and specifications that minimize construction costs to the greatest extent practicable, <br />while ensuring the projects are constructed as permitted and designed. Our plans and specifications <br />traditionally provide all the data and detail required by contractors to competently bid and construct the <br />project, whether design for navigation, stabilization, beach nourishment, or a combination. In developing <br />these documents, we strive to be proactive with our client’s procurement procedures to avoid duplication <br />and conflict in conditions to integrate technical portions seamlessly with general contract provisions. We <br />will also provide a cost estimate making full use of available market data and project aspects such as <br />recently bid projects, construction contractor and equipment availability, sediment source location, and <br />additional construction requirements. <br />Bid Assistance - CPE will assist in the bidding process for construction of the project at whatever level the <br />City deems appropriate. For example, this may include attending a pre-bid meeting with interested <br />contractors, assisting the City in addressing contractor questions, vetting bidder qualifications, and <br />providing a formal recommendation for contractor selection. <br />CPE biologists conducting hardbottom and <br />artificial reef monitoring.
