COVER LETTER AND EXECUTIVE SUMMARY <br /> <br />CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION C – COVER LETTER AND EXECUTIVE SUMMARY <br />COASTAL PROTECTION ENGINEERING LLC | PAGE 2 <br /> <br /> <br />planning and designing beach renourishment projects, dredge borrow areas, and coastal structures <br />projects. <br />► Regulatory permitting. CPE staff regularly coordinate with local, state, and federal permitting <br />agencies on coastal construction projects. We understand the intricacies of coastal permitting and <br />proactively address agency concerns to provide a comprehensive application package. CPE has established <br />strong working relationships with regulatory agency staff through years of coordination and mutual <br />professional respect. We greatly value the trust built between the agencies and CPE staff. <br /> <br />► Environmental studies and documents. CPE marine biologists are professionally trained in the <br />implementation of NEPA and have prepared numerous Environmental Impact Statements (EIS) and <br />Environmental Assessments (EA) for both US Army Corps of Engineers (USACE) and the Bureau of Ocean <br />Energy Management (BOEM). We also prepare supporting documents, such as Essential Fish Habitat (EFH) <br />assessments, Biological Assessments (BA) and Cumulative Effects Assessments (CEA) in order to assist <br />coordination with National Marine Fisheries Service (NMFS) and US Fish and Wildlife Service (USFWS). <br />► Mitigation, monitoring, and reporting. CPE biologists conduct benthic resource monitoring in <br />support of coastal projects. Our staff have conducted hardbottom, artificial reef, and/or seagrass surveys <br />in Miami-Dade, Broward, Palm Beach, Indian River, Monroe, Collier, Lee, Sarasota, Manatee, and Pinellas <br />Counties. We also coordinate with state and federal agencies to determine appropriate and reasonable <br />mitigation requirements and to develop effective and cost-efficient monitoring and reporting protocols. <br />► Construction documents and construction administration. Following design and permitting, CPE <br />engineers prepare plans and specifications and develop bid packages to assist our clients in contracting <br />for coastal projects. We prepare documents that facilitate project construction while minimizing <br />disturbances to the public and natural resources. Our engineers develop plans and specifications to <br />minimize construction costs to the greatest extent practicable, while assuring the projects are constructed <br />as designed. We are also experienced in performing project bidding assistance, project cost estimates, bid <br />review and recommendation. CPE brings complete coastal project construction administration and <br />observation experience to the City, including contract and permit administration, agency and contractor <br />coordination, plans and specification administration, construction supervision, quality control/assurance <br />through daily reporting, and various engineering services for tracking project progress. <br />► Coastal engineering project review. The vast experience of CPE’s staff in successfully delivering <br />coastal engineering projects provides us with the necessary tools to review coastal engineering projects <br />and ensure those projects are designed and executed in the best interests of the City of Sunny Isles Beach. <br />The City’s beaches have been recently nourished using a combination of public (USACE) and private truck <br />haul projects. CPE is prepared to review future nourishment projects and inlet plans to leverage our <br />experience for a beach nourishment program that is a long term and critical asset to the City. <br />Before we pursue new opportunities such as this RFQ, CPE carefully evaluates whether we are adequately <br />staffed to fulfill the project’s scope. This evaluation is based on workload forecasts that help us to project <br />future capacity and develop accurate project schedules. Based on an analysis of our current and projected <br />workload for the next six months, we have determined that if we are awarded a contract resulting from <br />this RFQ, the proposed CPE staff have ample time to dedicate to the City and foresee no future time where <br />a workload conflict would impact our services to you.
