<br />PROJECT APPROACH AND UNDERSTANDING
<br />Chen Moore and Associates has over 33 years of experience in providing consulting Civil Engineering, and
<br />Construction Engineering and Inspection (CEI) services for local and municipal public sector clients in Miami-
<br />Dade County and throughout the state of Florida. Our extensive experience includes municipal projects
<br />(including storm water drainage improvement, roadway reconstruction – including milling & resurfacing
<br />projects, intersection & road design, traffic calming projects, construction management, CEI services, City
<br />engineering services, etc.) for public sector clients throughout Miami-Dade County and South Florida similar
<br />to the scope of services requested in this Request for Qualifications from the City of Sunny Isles Beach.
<br />This contract will be led by key players in our Miami Office. The firm has five offices including Miami, Fort
<br />Lauderdale, West Palm Beach, Orlando (Maitland) and Gainesville. We currently have 68 staff including 24
<br />licensed professionals (16 professional engineers, 6 licensed landscape architects and 2 Certified Planners),
<br />and 6 LEED Accredited Professionals on staff.
<br />We are extremely excited about bringing our expertise,
<br />work ethic and responsive approach to the City of Sunny
<br />Isles Beach through this proposal. We have developed
<br />proven, efficient, cost effective methods to deliver projects
<br />to our clients on time and within budget. We work as an
<br />extension of our clients as a trusted advisor familiar with
<br />the technical aspects of a project, the regulatory/permitting
<br />requirements and in consideration and communication
<br />with all stakeholders involved to ensure successful projects
<br />are completed on time and within budget. We ensure that
<br />our clients remain well informed throughout the process
<br />with frequent communication and regular project updates
<br />and also ensure that our staff is accessible to handle any
<br />client needs that arise throughout the project.
<br />Project Management Plan and Method of Approach
<br />The City of Sunny Isles Beach needs come first. Ensuring the successful completion of a project begins with
<br />careful listening and planning. It is critical to clearly define the project scope and goals for all stakeholders
<br />prior to beginning the work effort. CMA understands the need to provide innovative and sustainable
<br />solutions on time and within budget. Our process for project delivery has been carefully developed through
<br />our many years of experience serving government clients. Our outlined steps are a guide to how we work.
<br />We recognize that each project will have its own specific needs based on scale, community interest, and
<br />geographic location.
<br />1. Scope of Work
<br />Defining a clear project scope leads to successful projects. We will meet with the City to get a clear
<br />understanding of the desired project outcome and budget prior to providing any fee proposals. CMA will
<br />work with the City to identify goals, deliverables, and needed subconsultants for design development.
<br />We will request any existing information the City may have on record, such as surveys, existing permits,
<br />geotechnical reports, master plan studies, etc. that may aid in developing a clear understanding of the
<br />requested work assignment. We will provide the City with a defined scope, fee, and project schedule for
<br />the task assignment.
<br />2. Kick-off Meeting
<br />At the Kick-off meeting, we will meet with the City project manager, any additional key staff, and necessary
<br />sub-consultants to review the project goals, schedule, and process as defined in the agreed scope of work.
<br />Upon conclusion of the kick-off meeting, our team will be clear on project deliverables, milestone dates, the
<br />project critical path, and the project goals. Meeting minutes and an updated schedule memorializing the
<br />Design Philosophy
<br />Public landscapes, whether in the form of parks, streetscapes, or other municipal facilities, serve many
<br />purposes. They provide beautification, shade, habitat for wildlife, they improve water quality, and they
<br />can serve as educational spaces informing the public of our need to care for our natural resources. They
<br />improve our quality of life and enhance the urban experience. Our approach to landscape architecture is to
<br />understand a client’s ability to maintain the spaces we create. The design and its implementation represent
<br />a fraction of the works anticipated life. We work closely with the City to make certain you inherit facilities
<br />that can be maintained for the long term benefit of your community. Landscapes and infrastructure should
<br />be sustainable socially, environmentally, and economically.

<br />Chen Moore and Associates understands that successful urban environments are composed of a number
<br />of elements that must be seamlessly integrated. Development must be pedestrian friendly and encourage
<br />street level activity. Vehicular circulation must be carefully orchestrated to calm traffic and provide a variety
<br />of discrete parking solutions that maintain the urban fabric and promote density. Historic structures must
<br />be preserved and civic spaces revived. Identity and clarity should be enhanced with streetscape
<br />improvements, attractive landscaping, and wayfinding systems
<br />Great neighborhoods, and by extension, great cities, are remembered for their streets rather than their
<br />buildings. Chen Moore and Associates integrates this philosophy into our streetscape design. Great streets
<br />form the glue that holds a successful community together. Our philosophy of community and street design
<br />involves organizing a hierarchy of streets to respond to the varying urban use and density conditions and

<br />CMA and our team of subconsultants have experience with the master planning, engineering, landscape
<br />architecture, irrigation design and construction administration of a variety of parks and recreation facilities.
<br />The scale of our parks experience varies from 800-acre regional parks with multiple athletic facilities to one-
<br />acre neighborhood parks. We have designed athletic fields (soccer, baseball, football, etc.), golf courses,
<br />boat ramps, boardwalks, pedestrian trails, equestrian trails, bicycle trails, playgrounds, and a variety of site-
<br />specific amenities. We have designed and permitted a variety of parks and recreation facilities within the
