Continuing Professional Consulting Services (CCNA) <br />Request for Qualifications No. 20-07-01 Project Approach and Understanding D-2 <br />kick-off meeting will be distributed. <br />3. Due Diligence/Inventory and Site Analysis <br />The CMA team will perform due diligence and analysis by confirming which permitting agencies will have <br />jurisdiction over the project, performing site visits to collect field information, analyzing other master plans <br />impacting the site (such as transportation or utilities that will impact site development), and compile the <br />information into a Due Diligence report to review with the City. The Due Diligence report may contain project <br />background, land use and zoning analysis, utilities analysis, environmental analysis, stormwater analysis, <br />transportation connectivity analysis, neighborhood connectivity analysis, site inventory and analysis, and <br />any additional elements that are unique to the project site, for example cultural or archeological analysis. <br />4. Plan Development <br />CMA will prepare multiple initial plan options to review with the City and reach consensus before adjusting <br />selected options for presentation to the public for input, if necessary. At each submittal of the plans <br />(schematic, design development, and final plan), CMA will provide opinion of probable cost, plans, sections, <br />and models as agreed, and any additional supporting documentation used during the design process. CMA’s <br />internal QA/QC plan includes multiple internal reviews at different intervals during project development to <br />provide the City with a quality product. <br />5. Government Agency Permitting <br />The CMA team has thorough knowledge and strong familiarity with the Authorities having jurisdiction with <br />whom City of Sunny Isles Beach projects will be permitted. In conjunction with City permitting approvals, <br />the CMA team recognizes the variety of other agencies with whom permits may be required, such as: <br />Miami-Dade County Department of Regulatory and Economic Resources (RER) Division of Environmental <br />Resources Management (DERM) <br />• Water Control Section for stormwater and dewatering permits <br />• Coastal and Wetlands Resources Section <br />• Pollution Regulation Division <br />• Wastewater Section <br />• Plans Review <br />Miami-Dade County Department of Transportation and Public Works (DTPW) <br />Miami-Dade County Water and Sewer Department (WASD) <br />Florida Department of Environmental Protection (FDEP) <br />South Florida Water Management District (SFWMD) <br />Florida Department of Transportation (FDOT) District 6 <br />United States Army Corps of Engineers (ACOE) <br />Throughout the course of any project, the CMA team will track permits via an organized matrix, identifying <br />required permits, dates of pre-application meetings, fees, estimated review times, status, and action items. <br />Maintaining this permit matrix will help facilitate the processes for the multiple agencies and streamline <br />communications related to permit status. <br />6. Bidding and Construction Phase Services <br />CMA possess thorough abilities to complete all required construction administration tasks, including <br />coordination of the bid process, analysis of bids and recommendation on the award of construction <br />contract. <br />The CMA staff is very familiar with the entire bidding process. Our construction staff is prepared to begin <br />the bidding process at the moment the final contract documents are complete. At the direction of City <br />staff, our staff is capable to place the advertisement for the Invitation to Bid and coordinate all production <br />and distribution of documents to interested bidders.
