Continuing Professional Consulting Services (CCNA) <br />Request for Qualifications No. 20-07-01 Project Approach and Understanding D-3 <br />administrative requirements of the bidding process and allow bidders to ask questions and seek clarification, <br />if they so desire. An experienced CMA staff member will attend the public bid opening, tabulate the bids <br />received and evaluate the contractors for compliance with the bid documents. Once a responsive and <br />responsible bidder is determined to be in the best interest of the City, we will make a recommendation for <br />award of the construction contract. <br />Conduct a Pre-Construction Conference <br />Once a contractor has been selected and the contract awarded, Chen Moore and Associates’ construction <br />phase project manager will conduct a pre-construction conference. CMA is able to review all of the <br />administrative requirements - from the preliminary submittals to the final release of lien, and everything in <br />between - with the selected contractor at the pre-construction conference. The entire team – the engineer, <br />contractor, City, other utilities and permitting agencies – will review the project to establish the lines of <br />communication, submittal procedures and all other processes to facilitate the successful completion of the <br />project. <br />Field Observation, Inspection, and Documentation <br />During the construction phase, an experienced Chen Moore and <br />Associates field inspector will observe and document the operations <br />of the contractor. The inspector will complete a detailed daily report of <br />construction for each day they are on site. The inspector will monitor <br />the progress of the work and document the contractor’s operations. <br />As the eyes and ears of the engineer, the field inspector will also <br />help to resolve any conflicts should any unexpected conditions be <br />encountered. The inspector will also verify that the materials used are <br />those that were specified and submitted and that material testing is <br />conducted according to the contract documents. <br />Contractor Correspondence and Documentation – including responding to requests for information, <br />reviewing and responding to contractor’s requests for contract modifications, and responding to contractor <br />claims <br />It is essential during construction to have ongoing communication between the City, the contractor and the <br />engineer. Chen Moore and Associates has established a solid reputation as a CEI firm by taking a proactive <br />approach to communication with the project team. Requests for information are reviewed and answered <br />as quickly as possible to minimize any delay and keep the project moving forward. <br />We realize that even with the best planning, pre-investigation, design and communication, changes can <br />occur during construction. The most effective way of dealing with changes during construction is to try to <br />anticipate them and provide alternative solutions quickly. Chen Moore and Associates has built a reputation <br />of administering projects in a way which minimizes change orders and the costs associated with them. In <br />the rare event that change orders become necessary, Chen Moore and Associates has the knowledge and <br />experience to skillfully negotiate the best value possible for the City. <br />Reviewing Contractor Requests for Payment <br />Protecting our clients by ensuring they get what they pay for is part of what has built Chen Moore and <br />Associates’ reputation in the construction administration field. A vital part of that protection is verifying <br />the contractor’s progress before each and every progress payment. When our project manager receives <br />a pay request from a contractor, he will compare the quantities and progress with the daily reports of <br />construction for that period. Only when he is completely satisfied that the payment requested is for the <br />work completed – and that the work is of acceptable quality – will he approve and forward the payment <br />request to the City for payment. <br />Project Start-up, Testing, and Final Inspection <br />In addition to the daily observation and inspection made by the Chen Moore and Associates field inspectors, <br />during the start-up and testing of critical systems, additional engineering staff will be present on site.
