127

Coastal Systems, along with a multi-disciplinary team
led by Shulman & Associates, is working with the City
of Miami Beach to develop guidelines and regulations
for the renovation, raising, and/or re-purposing of
historic structures in low-lying areas of the City that
are vulnerable to ongoing and increasing tidal
flooding, as well as the long-term impacts of sea level
rise. The guidelines to be delivered focus on
preserving several historic districts within Miami
Beach, protecting the tax base therein, and
improving the districts’ resiliency to increased
flooding events.

Coastal Systems is currently working with the City to
provide a Vulnerability Analysis to verify the costs
and/or benefits to property owners and to the City,
associated with the scenarios recommended within
the Guidelines. Coastal Systems produced an annual
cost for the improvements associated with the
adaptation alternatives for the historic buildings, the
annual estimated damage after adaptation, the
estimated insurance premiums, and the estimated
increase in property value due to the adaptation. The
benefits of adaptation scenarios were weighed
against the cost of inaction (“cost of doing nothing”),
against which future adaptation measures can be
compared. Coastal Systems will validate that the
recommended scenarios within the Guidelines
represent a net benefit to the private property
owners, thus creating an incentive for private sector
investment into resiliency adaptation
HHiissttoorriicc DDiissttrriicctt RReessiilliieennccyy aanndd AAddaappttaattiioonn GGuuiiddeelliinneess,,
MMiiaammii BBeeaacchh
Coastal Modeling
Stormwater Modeling

RREELLEEVVAANNTT SSEERRVVIICCEESS::
CCLLIIEENNTT:: Shulman + Associates
Ms. Rebecca Stanier-Shulman
100 NE 38 Street
Miami, Florida 33137
Tel: (305) 438-0609
Email: rebecca@shulman-design.com

PPRROOJJEECCTT SSCCHHEEDDUULLEE:: 2019 - 2019

CCOONNSSTTRRUUCCTTIIOONN CCOOSSTT:: N/A

Resilient Design
Economic Analysis

Previous ExperienceCoastal Systems International, Inc.
