128 <br /> <br />Coastal Systems was retained by the City to evaluate <br />interim measures for ongoing beach maintenance after <br />completion of the Broward County Segment III Beach <br />Restoration project in 2006. <br /> <br />Coastal Systems planned, designed, and permitted the <br />2011 Hollywood Beach Truck Haul Maintenance <br />Nourishment. In August 2009, Coastal Systems submitted <br />a Joint Coastal Permit application to the Florida <br />Department of Environmental Protection (FDEP) and the <br />U.S. Army Corps of Engineers, and submitted to the <br />Broward County Environmental Protection and Growth <br />Management Department (EPGMD) for the truck haul <br />project. <br /> <br />To distribute consulting (soft) and eventual construction <br />(hard) costs, the City partnered with the City of Hallandale <br />Beach to permit a truck haul project along the Hallandale <br />shoreline from R-124 south to R-128 with the placement <br />of 71,500 cy of beach fill from an upland source. <br /> <br />The renourishment consisted of beach fill placement along <br />two segments, north and south. The north segment <br />extends approximately 2,380 linear feet, and includes a <br />dune. The south segment extends approximately 5,370 <br />linear feet. The project was constructed between <br />December, 2011 and February, 2012. <br /> <br />Based on pre-construction beach profile surveys, <br />construction fill volumes were reduced to avoid impacts to <br />nearshore hardbottom (8,200 cy on the north segment <br />and 61,200 cy at the south segment). Coastal Systems <br />provided construction administration services throughout <br />the construction duration. In addition, physical monitoring <br />was performed by Coastal Systems. <br /> <br />A Biological Monitoring Plan (BMP) was developed in <br />coordination with the regulatory and commenting <br />agencies to ensure documentation of any unanticipated <br />impacts associated with the project. The BMP also <br />included monitoring of Acropora colonies to evaluate the <br />effects to the listed species. <br /> <br />The Hollywood Beach Renourishment was one of the first <br />projects in the State to be authorized by State <br />Programmatic Biological Opinion (SPBO). The City now has <br />a 10-year beach maintenance permit, which authorizes <br />subsequent beach nourishment "events".
