Florida’s Turnpike Construction and Materials Engineering Management Consultant – Florida’s Turnpike (Statewide). As the Construction Department’s Senior Utility <br />Coordinator, Mr. Blakeney monitors up to 25 active construction projects, ensuring compliance with all laws, policies and procedures related to the Department’s operations. <br />He monitors and evaluates whether the Department’s goals are being accomplished efficiently and cost-effectively, enforces performance of the contract terms and conditions, <br />serves as a liaison with the consultants or contractors, and ensures that contractual services have been rendered in accordance with the contract terms. He is responsible for <br />reviewing all plan submittals from concept to final plans, revisions during construction and reviews all utility work schedules to ensure that all potential utility conflicts are <br />addressed. This included managing project documentation and document controls, evaluating and negotiating <br />project changes, monthly progress pay estimates, weekly construction reports, final estimate package, and material certification package. The project consisted of relocating <br />several mature trees throughout Palm Beach County, to the West side of the Royal Park Bridge by the intracoastal. He was responsible for ensuring that all “prior to construction” utility relocations were performed before any construction project started. Reviewed 30%, 60% and 90% <br />plans in the field to ensure that all potential utility conflicts were addressed. He coordinated utility permits, ensuring no impacts to construction projects. Assisted project personnel <br />in resolving unanticipated utility conflicts, following the procedures set forth in CPAM 7.5 when a potential utility claim occurred. Many of his suggestions have been implemented <br />in CPAM 7.5, including the Utility Delay Letters.
