<br />City of Sunny Isles Beach Procurement/Contract No. 20-07-01 Project Approach and Understanding

<br />Castillo Engineering, Inc. (CE) respectfully submits its proposal to the City of Sunny Isles Beach for consideration for RFQ No. 20-07-01
<br />Continuing Professional Consulting Services (CCNA). Our Team is both local and available. CE brings a significant amount of
<br />experience with construction project contract administration and oversight, construction inspections, scheduling, sampling and testing,
<br />and project coordination to the City of Sunny Isles Beach. Our Team’s combined experience allows us to incorporate our lessons learned
<br />in complex MOT schemes, signalized intersection improvements, utility coordination, milling and resurfacing, and public involvement. We
<br />have the knowledge, experience, and depth of resources required to efficiently manage all assignments we receive. Given the nature of
<br />this type of Contract, we have structured a Team that ensures CE is prepared to tackle any assignment assigned to us, including
<br />assignments assigned about one month prior to construction contract award, concurrently assigned assignments, and
<br />projects/assignments having unique requirements.

<br />PROJECT MANAGEMENT PLAN: CE will provide the services for this Contact from our office located at 12030 SW 129th Court, Suite
<br />204, Miami, FL 33186. In order to be prepared for the variety of assignments this Contract may entail and the need to provide staffing
<br />specifically tailored for each assignment, CE will ensure timely responses to each assignment by providing and maintaining a staffing
<br />matrix for all staff that is available, or could be made available, to the City of Sunny Isles Beach. This matrix will be provided at Contract
<br />inception and will be regularly maintained and made available to the City Project Manager (PM). Once the scope for a particular
<br />assignment has been identified, CE will propose multiple individuals from the Team who have the skills, experience, and availability to
<br />fulfill the assignment on an immediate basis. Our Project Principal, Pacifico Castillo, P.E., has more than 27 years of construction and
<br />project engineering experience as an SPE and Senior Project Manager (PM). Pacifico brings an added value to the Team, due to his
<br />current and ongoing experience as one of FTE’s most experienced Construction Project Managers. Although his participation on this
<br />Contract will be limited, his insight into the local transportation construction community and experience with FDOT, Florida’s Turnpike
<br />Enterprise, Utilities, and municipal leaders will be an invaluable asset to the City by his sharing of ongoing issues, lessons learned, and
<br />potential specification changes that the industry is considering. Our Project Manager Andres Diaz. P.E. has over 10 years of experience
<br />in Construction, Design, Maintenance, Operations, and Management experience, with an emphasis on Highly Technical and Complicated
<br />Projects. While working for FDOT in the South Miami-Dade Residency, Mr. Diaz gained valuable experience by working on all levels of
<br />a construction project ranging from Contract Support Specialist to Senior Project Engineer. His leadership skills have proven to be
<br />successful and knows intimately of the client’s needs. Mr. Diaz has a successful track record delivering Projects on time and on budget
<br />as well as exceeding the client’s expectations. His experienced in managing complex projects, coordinating with multiple agencies, and
<br />dealing with utility companies, makes him an asset to any team. He will be responsible for the overall management and administration of
<br />the Contract. He will oversee the staffing, schedules, cost, material certification package, and as-built plans to ensure all projects are
<br />constructed in conformity with the plans, specifications, and special provisions for each Construction Contract. Mr. Diaz’s direct
<br />experience with day and night operations, evaluation and negotiation of construction changes, coordination with project stakeholders,
<br />local officials, EOR, and utility owners will be extremely useful throughout the various assigned project types. Our Assistant Project
<br />Manager, Andres Penaloza, P.E., has over 10 years of construction engineering experience. He has been a key team member on five
<br />projects in the last 7 years that have been FTBA nominated and presented with a FICE award. He has performed in dual roles on several
<br />projects which has equipped him with the tools to perform and exceed in any capacity required. He has a strong technical background
<br />and is known for developing quick analyses to provide excellent resolution recommendations when presented with unforeseen conditions.
<br />His driven personality, attention to details, and familiarity with federal, state, and local guidelines have proven to be an asset on every
<br />project Mr. Penaloza undertakes. Our Lead Senior Project Engineer/ Project Administrator Victor Diaz, P.E. has more than 13 years of
<br />heavy construction and project engineering experience. He is very familiar with FDOT construction administration policies, procedures,
<br />computer applications. Mr. Diaz’s experience includes performing advanced engineering work on multiple mid-size to major projects of
<br />moderate complexity, schedule and manage subordinate staff assigned to respective projects for satisfactory job performance ensuring
<br />their compliance with the client’s policies and procedures, as well as providing on-site engineering design and construction support in
<br />resolving project related problems. He is a natural leader and has an excellent track record on all projects he has undertaken. CE prides
<br />itself on its ability to effectively allocate resources to meet project needs. Once Mr. Diaz receives notification of the proposed
<br />assignment, he will evaluate the project scope, duration, establish a “needs-based” manpower estimate, and allocate inspection staff,
<br />based on their experience and expertise matching the individual project requirements. Our personnel are skilled and certified in multiple
<br />discipline enabling us to rotate among various construction operations and maximize manpower resources to effectively manage the
<br />Cities budget. CE will ensure that the personnel we identify as available in this Proposal Package to staff the ensuing Contract
<br />are the same ones available at the time an assignment is issued.
