CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA)

<br />APPROACH AND UNDERSTANDING OF THE SCOPE OF SERVICES: We will
<br />administer this Contract by following our 3 Ws strategy: “Who is responsible, What is
<br />needed, and When is it required.” Our approach to this Contract is simple and
<br />straightforward: (1) assign qualified, certified, and experienced professionals, (2) develop a
<br />work plan to meet the schedule, and(3) maintain effective coordination with team members
<br />and the City’s Project Manager. Mr. Diaz will be responsible for managing this Contract by
<br />overseeing all assignments, allocating the appropriate resources, monitoring schedules,
<br />ensuring coordination, establishing QA/QC protocols, and making sure that all construction
<br />is completed to City’s high quality standards. Utilizing our internal tracking system, our
<br />assigned project SPE or PA will continuously monitor work progress, hold internal team
<br />meetings to provide guidance and support, and provide the City’s PM with weekly status
<br />reports, as well as any other meetings the City may request. After receiving the NTP, the
<br />SPE/PA will schedule a kick-off meeting with the City’s PM to review the proposed schedule,
<br />budget, organizational chart, and our Quality Control Plan. It is important to point out that Mr.
<br />Diaz. may also be the SPE for a particular assignment assigned to us. Rest assured, Mr.
<br />Diaz is more than capable of handling multiple work assignments simultaneously, but all of
<br />Castillo Engineering’s staff are more than capable of not only meeting but exceeding the
<br />City’s expectations. Mr. Diaz and Mr. Penaloza will be the primary points of contact for the
<br />City’s PM. They will keep the PM fully informed of the progress for each assignment, from
<br />commencement to completion, via the documentation in monthly status reports. Once an
<br />assignment is identified by the City, our Team will establish a Project Management Plan
<br />(PMP), which allows our Team to track major project goals, milestones, and requirements,
<br />effectively estimate progress towards those goals, and expeditiously resolve problems.
<br />Either Mr. Diaz or Mr. Penaloza will identify the Project Administrator and inspectors required
<br />for the assignment, from the resources we’ve identified in the Organizational Chart and will
<br />ensure that the best inspectors with the right skill sets are recommended for each
<br />assignment.

<br />UNDERSTANDING SCOPE: This “Continuing Contract” for professional services will
<br />require our Team to provide a range of services, based on individual Assignments on an as-
<br />needed basis, that may include acquisition, operation or improvement of City lands,
<br />buildings, facilities, utilities and roads, building and structural evaluations to determine
<br />building capacity, development options or other related services, conceptual preforms and development analysis, re-use or alternative
<br />use analysis on existing buildings, project design, design drawings and cost estimates, Construction Engineering and Inspection (CEI)
<br />services, project scope development for formally solicitations and other contractual services, permitting and planning assistance. For the
<br />“continuing contract” Category 10 CONSTRUCTION ENGINEERING AND INSPECTION (CEI) SERVICES, CE will administer, monitor,
<br />and inspect Construction Contracts to ensure the project is constructed in conformity with the plans, specifications, and special provisions
<br />for the Construction Contract. From experience, we know the success of this Contract is based on our Team’s ability to quickly assess
<br />work assignment requirements and assemble a qualified Team with the required mix of disciplines to deliver the final product on time
<br />and on budget. We are prepared, properly resourced, and available to manage and complete any assigned assignments and
<br />provide immediate response on all assignments. Some of the key responsibilities of our Team will be to:
<br /> Maintain detailed & accurate records of the Contractor's operations and significant events that affect the work.
<br /> Guard the City against defects, significant omissions, substitutions, and deficiencies in the work of Contractors and make written
<br />recommendation to the City of work that fails to conform to the Construction Documents.
<br /> Observe and inspect Contractor’s work to determine the progress and quality of work.
<br /> Assist the City’s Public Information Officer, as required.
<br /> Monitor and inspect work for compliance with the TTCP and the Contractor’s Work Zone Traffic Control Plan.
<br /> Revise Construction Drawings and submit as-built to the City showing any changes made during construction.
<br /> Prepare construction Change Orders for the City’s approval.
<br /> Perform sampling/testing of materials entering the work zone, in accordance with the FDOT Materials Sampling, Testing, and
<br />Reporting Guide, plans, special provisions, and the City’s General Specifications.
