November 30, 2021
Sunny Isles Beach Government Center
18070 Collins Avenue, 4th Floor
Sunny Isles Beach, Florida 33160
RE: PROPOSAL #21-10-01 | SPACE NEEDS ASSESSMENT AND SITE FEASIBILITY STUDY
Dear Selection Committee Members:
Architects Design Group (ADG) is pleased to submit this proposal to provide a space needs
assessment and site feasibility study services for the City of Sunny Isles Beach Public Safety
Department. As a point of introduction, ADG is a nationally-recognized firm, headquartered in
Florida. We specialize solely in space planning, feasibility studies, master planning, and design
of law enforcement and public safety facilities across Florida and the United States. In fact,
over the past 50 years, ADG has worked on over 350 public safety facilities nationwide.
To further strengthen our team, we have brought on a local MBE architectural firm, Wolfberg Alvarez & Partners (WA). Their firm has
received numerous awards for architectural and engineering design excellence, and throughout the years, WA has remained committed
to the basic precept of quality design. With over 45 years of local experience, WA has worked on South Florida public safety projects such
as the Miami Lakes Government Center and Police Facility, Hialeah Police Administration Building, and Doral Police Facility Expansion.
PROGRAM-DRIVEN DESIGN
As our firm's sole focus is public safety facilities, we understand the space planning, and subsequent design, start from the inside out. Law
enforcement and public safety facilities must be centered around each department's specific operations. Our approach to planning and
programming starts at the very first kick-off meeting with the city where we start to learn the unique requirements for the building, how
staff will interact in it on a daily basis, and what the department's future needs are to include in our planning documents. This program-
driven design approach is carried throughout the entire project to ensure the final product meets the city's public safety operational needs
for years to come.
QUALIFIED AVAILABLE TEAM
We have worked in this area for over 50 years and have established relationships with many qualified engineers in South Florida who have
successfully completed public safety projects with ADG and / or WA. This teaming approach ensures the entire design team understands
the unique requirements of this specialized project type, the necessary components to ensure safe and efficient daily operations, and how
to incorporate these components into the facility to provide long-term value to your community. Our team is adept at city commission and
community engagement which will help to jump start the project.
Throughout our 50-year tenure, ADG has remained committed to diversity among our directors, officers, and employees that make up our
firm. As a part of this commitment to diversity, we also have looked for opportunities to utilize minority / women-owned, small businesses
within our proposed team for your project. Our team's local architect, is a certified MBE firm, and their certification is included with our
team's licenses in Tabs E and H. Additionally, all team members have reviewed the proposed schedule, along with their current and
projected workloads, and are committed to performing all work in accordance with terms of the response. ADG's key staff for this project
have the following planning study workload:
●Tampa Police Department Space Needs Assessment | Estimated Completion Date: December 2021
●Hardee County EOC | Estimated Completion Date: Spring 2022
●Mobile Police Headquarters | Estimated Completion Date: Spring 2022
●Orange County Fire Station No. 32 | Estimated Completion Date: Winter 2021
ADG HAS TWO STAFF MEMBERS WHO SERVED ON THE IACP COMMITTEE FOR CREATING NATIONAL STANDARDS FOR DESIGNING POLICE FACILITIES.
3
