City of Sunny Isles Beach |Request for Proposal No. 22-02-01 26 SECTION 4 EVALUATION PROCESS 4.1 Review of Proposals for Responsiveness The purpose of the proposal is to demonstrate the qualifications, competence and capacity of the firms seeking to undertake an independent audit of the City of Sunny Isles Beach in conformity with the requirements of this request for proposal. As such, the substance of proposals will carry more weight than their form or manner of presentation. The proposal should demonstrate the qualifications of the firm and of the particular staff to be assigned to this engagement. It should also specify an audit approach that will meet the request for proposal requirements. All submittals shall contain no more than fifteen (15) pages specifically addressing each criteria, mentioned below in Section 4.3. Each proposal will be reviewed to determine if the proposal is responsive to the submission requirements outlined in the solicitation. A responsive proposal is one which follows the requirements of this solicitation that includes all documentation, is submitted in the format outlined in this solicitation, is of timely submission, and has the appropriate signatures as required on each document. Failure to comply with these requirements may result in the proposal being deemed non-responsive. 4.2 Evaluation of Proposals The City Commission has established an Auditor Selection Committee in accordance with Florida Statute Section 218.391 (“Auditor Selection Committee” / “Evaluation Committee”). The Evaluation Committee shall review and evaluate the proposals received in response to this solicitation. The Auditor Selection Committee will be responsible for selecting the most qualified Firm to contract with for the services described in this solicitation. The weighted scoring criteria for selection contained below in this solicitation, shall be the basis of selection. The Auditor Selection Committee shall have the option to request additional information resulting from such presentations. The Auditor Selection Committee will rank at least three (3) Firms and the City Manager will present the negotiated award/contract to the City Commission for final approval.
