Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified <br />and confirmed as being true and correct and are hereby made a specific part of this Ordinance <br />upon adoption hereof. <br />Section 2. Amending Chapter 6 of the Code of Ordinances. Chapter 6 of the City Code is <br />hereby amended to read as follows: <br />Chapter 6. - BOARDS, COMMISSIONS, AND COMMITTEES <br />§ 6-3. — Youth Advisory Committee. <br />A. Committee purpose. To provide the City's youth with the opportunity to participate in the <br />City's decision-making process, through recommendations to the City Commission that address <br />youth issues, promote existing positive programs, and develop programs, protects and activities <br />for the young people in the City; thereby promoting and encouraging the youth to become <br />effective leaders in the community by helping shape the future of the City. <br />B. Powers and duties. The powers and duties of the committee shall include: <br />1) making recommendations to the City Commission on matters affecting youth in the <br />community; <br />2) increasing youth participation and involvement in local government; <br />3) seeking and recommending ways to improve communication with students in area <br />schools; <br />4) organizing and performing service projects or functions that benefit the City, subject to <br />approval of the City Manager; <br />5) recommending the creation of recognition programs for youth; and <br />6) Any other matters assigned by the City Commission or City Manager. <br />C. Composition and qualification of members. <br />1) The appointment and terms of committee members shall be governed by Section 74-8 of <br />the City's Code of Ordinances. <br />2) Any middle school to high school aged student living within the City will be eligible. <br />D. Authority of City Manager. The City Manager may, at his/her sole discretion, utilize a <br />consultant in lieu of the committee to perform services and provide recommendations <br />concerning matters that fall within the purview of the committee without prior or further <br />consideration by the committee. The City Manager's determination to utilize a consultant in lieu <br />of the committee shall be based upon the time sensitivity, complexity, and nature of the project <br />or matter. Notwithstanding the foregoing, the City Commission may refer any matters performed <br />by a consultant under this subsection to the committee for consideration. <br />Section 3. Repealer. All ordinances, or parts of ordinances in conflict herewith be, and the <br />same, are hereby repealed. <br />@BCL@CCOFIFD1.docx Page 2 of 4 146 <br />
