RESOLUTION NO. 2023 -� -'�_+� <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, ADOPTING GUIDELINES FOR THE SUBMISSION OF COMMISSIONER <br />ITEMS FOR MEETINGS OF THE CITY COMMISSION; AUTHORIZING THE CITY <br />MANAGER, THE CITY ATTORNEY, AND THE CITY CLERK TO DO ALL THINGS <br />NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE <br />DATE. <br />WHEREAS, the Commission of the City of Sunny Isles Beach ("City") is responsible for <br />making decisions and taking action on ordinances, resolutions, and motions that affect the well- <br />being of the city and its residents; and <br />WHEREAS, ss. 74-14 (B) and 74-15 (D) of the City's Code of Ordinances provide City <br />Commissioners with the authority to place items on the agenda of any Commission meeting <br />("Commissioner Items"); and <br />WHEREAS, the City Commission recognizes the necessity for thorough due diligence to <br />ensure that informed decisions are made; and <br />WHEREAS, setting guidelines for the submission of Commissioner Items, such as <br />deadlines and criteria, will assist City staff in their due diligence and preparation; and <br />WHEREAS, it is in the interest of the City Commission, City staff, and the general public <br />to streamline the process by which items are researched, discussed, and decided upon. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA: <br />Section 1. Adoption of Guidelines. The City Commission hereby adopts the following <br />guidelines for the submission of City Commissioner -initiated agenda items: <br />a. Memorandum: Each Commissioner shall submit a memorandum for each of their items, <br />stating the recommended action and the reasons. <br />b. Formatting: All Commissioner Items must be submitted in a standardized format <br />provided by the City Clerk. <br />c. Ordinances: All Commissioner Items which require an ordinance must first be scheduled <br />and presented as a discussion item following these same guidelines. <br />d. Ministerial Acts: Certain ministerial acts such as Pledge of Allegiance, National Anthem, <br />Color Guard, and Invocations will be scheduled at the discretion of the City Clerk. <br />e. Submission Deadline: All agenda items, including but not limited to resolutions, <br />motions, and discussion items, must be submitted in writing to the City Clerk no less <br />than two (2) weeks prior to the meeting date for which the requesting Commissioner <br />@BCL@9C095FD4.doc Page 1 of 2 <br />
