RESOLUTION NO. 2023 - <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, APPROVING THE EXPENDITURE OF BUDGETED FUNDS WITH <br />CARAHSOFT FOR THE LICENSING AND IMPLEMENTATION OF OPENGOV, A <br />BUDGETING SOFTWARE, IN AN AMOUNT NOT TO EXCEED TWO HUNDRED <br />TWENTY-EIGHT THOUSAND NINE HUNDRED EIGHTY-FIVE DOLLARS AND FIFTY- <br />EIGHT CENTS ($228,985.58); AUTHORIZING THE CITY MANAGER TO DO ALL <br />THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN <br />EFFECTIVE DATE. <br />WHEREAS, the Finance Department of the City of Sunny Isles Beach (the "City") has <br />determined that its current budget development and monitoring process is not efficient, relying <br />heavily on various software such as Excel, Word, and PDF, which is time-consuming and prone <br />to errors due to double entry and manual data management; and <br />WHEREAS, the City recognizes the necessity for an improved method for calculating <br />wage -based compensation costs, date -based calculations, and scenario -based projections, and <br />notes the current difficulty in tracking capital project costs and creating budget to actual <br />comparisons; and <br />WHEREAS, the City lacks performance dashboards for management and efficient means <br />to tie strategic plan initiatives to budgeted revenues and expenditures, thereby seeking to <br />enhance transparency and efficiency in line with the goals of the City Manager and City <br />Commission; and <br />WHEREAS, City staff have conducted thorough evaluations of budgeting software <br />solutions to integrate with the City's financial system software, MCSJ, with the intent to <br />standardize, automate, and improve the accuracy and. efficiency of the entire budgeting <br />process; and <br />WHEREAS, upon evaluation of several software solutions, the City identified OpenGov <br />as the preferred vendor due to its comprehensive offering; and <br />WHEREAS, OpenGov, through Carahsoft - an authorized reseller of IT solutions - has <br />submitted a quote for the licensing and implementation of its budgeting software (the <br />"Licensing and Services"), attached hereto as Exhibit "A"; and <br />WHEREAS, the City will purchase the Licensing and Services utilizing the National <br />Association of State Procurement Officials ("NASPO") Contract No. 43230000-NASPO-I6-ACS; <br />and <br />WHEREAS, pursuant to Section 62-13(I) of the City's Purchasing Code, purchases made <br />through intergovernmental cooperative purchasing arrangements or purchasing consortiums <br />organized as a corporation not for profit whose members are governmental entities, provided <br />that such cooperative purchasing arrangements or consortiums provide for a competitive <br />@BCL@8C09D182.doc Page 1 of 3 <br />
