5 <br /> <br />Q26. The RFP references the 2025 holiday décor YouTube videos (Exhibit C) as a visual <br />benchmark for minimum requirements. Is the City open to designs that differ significantly in <br />style or layout from 2025, provided they meet or exceed the visual impact threshold? <br />A26. The holiday décor design must be submitted by the proposer for the City’s evaluation. <br /> <br />Q27. The RFP requires a detailed project implementation plan to be submitted to City staff by <br />July 1 of each contract year (Section 3.1). Can the City confirm whether this applies to the 2026 <br />season — meaning the plan would be due July 1, 2026, prior to contract award — or whether <br />this requirement begins in the first full contract year after award? <br />A27. This requirement would apply to the 2026 season. <br /> <br />Q28. Section 3.1 states that all palm pruning must be completed by September 15, 2026. Is the <br />City responsible for arranging and funding palm trimming at all installation locations, or is it <br />expected to be included in the Contractor's scope and pricing? <br />A28. The City will facilitate palm pruning. <br /> <br />Q29. For Group 1, Items D, E, and F (North Entrance, William Lehman Causeway, and South City <br />Entrance), are these locations within FDOT right-of-way, requiring full FDOT permitting and <br />MOT compliance, or are they within City-controlled property? <br />A29. Yes. <br /> <br />Q30. The RFP requires all street pole décor and ROW tree wrapping to be installed by October <br />15, 2026, and all park décor by November 2, 2026. Can the City confirm whether both these <br />deadlines are hard deadlines or whether there is flexibility subject to weather or permitting <br />delays? <br />A30. There will be flexibility in the event of weather / hurricanes / acts of God. Any extension <br />requests must be submitted in writing to the City. <br /> <br />Q31. MQR B requires documentation of 'at least three Commercial Outdoor Holiday Lighting <br />Installation and Maintenance' projects from 2020–2025. Can the City confirm whether large- <br />scale HOA community and beachfront residential association installations qualify as <br />'commercial' projects for purposes of this requirement? <br />A31. Yes, if similar in size to the scale of décor being proposed to the City. <br /> <br />Q32. The RFP requires Level 2 background checks for all Contractor personnel at a cost of <br />$67.75 per person (Section 2.10). Should this cost be included in the Contractor's proposal <br />pricing in Exhibit A, or will it be handled separately outside the contract price? <br />A32. Yes, include in your price proposal. <br /> <br />Q33. The RFP requires the Contractor to hold a Certified Electrical Contractor license with the <br />State of Florida (MQR A).
