Qualifications <br />This section responds to Section 5.2 of the RFP and demonstrates how Be The Light Decor meets and <br />exceeds the Minimum Qualification Requirements (MQRs) in Section 2.4. <br /> <br />2.1 Company Background <br />Be The Light Decor was founded in 2016 in Southeast Louisiana and has executed 2,200+ holiday lighting <br />and seasonal décor installations across the Gulf South and the broader Southeast for municipalities, <br />business improvement districts, public institutions, and private clients. Our practice is purpose-built for <br />the kind of high-visibility, coastal, mixed-use environment that defines Sunny Isles Beach: dense public <br />corridors, tight installation windows, rigorous public-realm aesthetics, and a year-after-year standard set <br />by what visitors and residents experienced the previous season. <br /> <br />We are vertically integrated. Design, sourcing, installation, maintenance, removal, and warehoused <br />storage are all performed by Be The Light Decor personnel and partner crews under our direct <br />management. That gives us full control over schedule, quality, and response times, and it lets us stand <br />behind the City's investment with a single accountable team. <br /> <br />2.2 Why We Are the Best-Qualified Firm for This Contract <br />• Proven municipal experience at comparable scale. Our portfolio includes downtown corridors <br />and parks programs with hundreds of poles, palms, and feature trees — directly analogous to <br />the Sunny Isles scope. See Section 3 for project samples. <br />• Turnkey single-source model. We deliver design through storage under one accountable <br />contract, removing the burden of coordination across multiple vendors. <br />• Coastal-environment expertise. Our installations across the Gulf South and Southeast routinely <br />contend with salt air, high winds, and hurricane-season weather. Our material selection, <br />fastening methods, and inspection cadence reflect that experience. <br />• Inclusive, neutral design approach. Our team is comfortable designing for diverse civic <br />audiences. The proposed Sunny Isles design will use neutral, non-holiday-specific colors and will <br />display the City's outdoor menorah alongside any Christmas trees, as confirmed in Addendum 3, <br />Q12 and Q25. <br />• Performance discipline. Weekly inspections, documented service logs, 24/7 emergency contact, <br />and an 8-hour on-site response window — committed in Section 6 of this proposal. <br />• Stable, audited financials. Two years of certified business financial statements are submitted <br />under separate confidential cover as required by MQR D (exempt from public records request). <br /> <br />2.3 Minimum Qualification Requirements (MQR) Compliance <br />MQR Be The Light Decor Compliance <br />A. Licensing (per <br />Addendum #2) <br />Per Addendum #2, Revision 1, the Florida Certified Electrical Contractor license is <br />NOT a required MQR for this scope.
