Book, P.A. for Professional Lobbying <br />Services <br />RECOMMENDATION: <br />This item is presented for consideration by the City Commission. <br />REASONS: <br />On Friday, January 16, 2026, the City released RFP 26-01-01 titled Professional Lobbying Services on <br />DemandStar.com, 14 suppliers reregistered as Planholders. <br />The City sought proposals from qualified lobbyist firms (the "Proposer", the "Firm") to work with the <br />City Commission, City Attorney, City Manager, and/or designee to identify, develop, and represent <br />legislative and funding priorities for the City at both the state and county levels. As directed, the Firm <br />will serve as a consistent and effective primary point of contact between the City and elected officials, <br />legislative staff, and agency representatives in both Tallahassee and Miami -Dade County. <br />The RFP had thefollowing Minimum Qualification Requirements (MQR): <br />Firms that do not comply with MQRs may be determined non -responsive and disqualified. <br />a. The Proposer must demonstrate a strong documented track record of providing lobbying services to <br />at least three (3) government agencies in Florida, within the last five (5) years, 2020-2025. <br />b. The Proposer's Key Personnel assigned to the City's contract upon award must demonstrate a strong <br />documented track record of providing lobbying services to at least one (1) government agency in <br />Item Number: 9.13 <br />91 <br />
