y„1�liT tj <br />AGREEMENT BETWEEN THE CITY OF SUNNY ISLES <br />BEACH AND RONALD L. BOOK, P.A. <br />CONTRACT NO.2026-264 <br />THIS CONTRACTUAL AGREEMENT (hereinafter "Agreement") is made this 2-9-41 <br />day of May 2026, by and between the CITY OF SUNNY ISLES BEACH, Florida, (hereina er <br />"City"), and RONALD L. BOOK, P.A., a Florida corporation, whose Federal Employer <br />Identification (FEI)No. is 59-2769674 (hereinafter "Contractor"). <br />RECITALS <br />WHEREAS, on January 16, 2026, the City issued a Request for Proposals No. 26-01-01 <br />entitled "Professional Lobbying Services" (hereinafter "RFP"), which is appended hereto as <br />Attachment "A" and incorporated herein by reference and made a part hereof, seeking a qualified <br />lobbyist to work with the City to identify, develop, and represent legislative and funding priorities <br />for the City at both the state and county levels, and serving as a consistent and effective primary <br />point of contact between the City and elected officials, legislative staff, and agency representatives <br />in both Tallahassee and Miami -Dade County, as more particularly described in the Contract <br />Documents (hereinafter"Services"); and <br />WHEREAS, the City received a total of four (4) bids to the RFP, one of which was <br />Contractor who submitted a Response, appended hereto as Attachment "B" and incorporated <br />herein by reference and made a part hereof, however the three (3) remaining bids were withdrawn <br />prior to evaluation by City; and <br />WHEREAS, Contractor is the sole remaining bidder, and upon evaluation, Contractor was <br />determined to have the lowest responsible and responsive bid; and <br />WHEREAS, pursuant to Section 62-10, City Code of Ordinances, if only one bid is <br />received in response to an RFP, an award may be made to the single bidder, "ifthe City Manager <br />finds the price submitted is fair and reasonable, and that other prospective bidders had reasonable <br />opportunity to respond, or there is not adequate time for re -solicitation," and <br />WHEREAS, the City Manager has determined Contractor's proposal to be fair and <br />reasonable; and <br />WHEREAS, Contractor is qualified; willing, and able to provide the Services subject to <br />the terms and conditions contained in the Contract Documents, as defined herein, and <br />WHEREAS, the City wishes to enter into this Agreement with Contractor to provide the <br />desired Services for an amount not to exceed Sixty Thousand Dollars and No Cents ($60,000.00); <br />NOW THEREFORE, in consideration of the promises and the mutual covenants set forth <br />herein, the Parties agree as follows: <br />TERMS <br />1.
