LMS 2025-2030 <br />PART 1: THE STRATEGY <br />Municipalities <br />Each of the municipal partners has integrated mitigation into their planning processes, <br />policies, and structures in some capacity. Part 4 Appendix / is a review of each munici- <br />palities' mitigation policies, ordinances, or plans that integrate Miami -Dade County's <br />LMS. Additionally, each municipality has a designated point of contact which is updated <br />annually utilizing LMS Working Group Contact Update Form. These individuals have <br />the responsibility to coordinate mitigation activities with the relevant municipal agencies. <br />The municipal partners either through their designated point of contact or agencies have <br />the responsibility for integrating mitigation into their respective plans and procedures. <br />Common examples of these plans and procedures are: <br />• Municipal Flood Warning and Response Plans and Procedures <br />• Municipal Comprehensive Development Master Plans <br />• Protective Actions Plans and Procedures <br />Municipal Agencies and their Mitigation Functions <br />The municipalities of Miami -Dade County each have within their structure certain depart- <br />ments and agencies which affect and promote mitigation. While these agencies may <br />have slightly different names from city to city, the role they perform in the mitigation func- <br />tion remains the same (e.g. public works or public services or community services, etc.). <br />These departments and their functions as it relates to mitigation are listed below. <br />Municipal Floodplain Manager: Some of the municipalities have a designated <br />floodplain manager. They are responsible for coordinating and directing compli- <br />ance with the Community Rating System (CRS) and maintaining their municipal- <br />ity's flood warning and response plan. <br />Municipal Police and Fire Rescue Departments: Each of the municipalities ex- <br />cept Miami Lakes, Palmetto Bay and Cutler Bay maintains its own Police Depart- <br />ment. The cities of Coral Gables, Hialeah, Key Biscayne, Miami, and Miami Beach <br />maintain their own fire departments, with the rest of the cities using Miami -Dade <br />County Fire Rescue for this service. Emergency responders are essential for alert <br />and notification, lifesaving response, prevention, and protection activities that all <br />contribute to lessening the impact of disasters. <br />Municipal Code Officials/Departments: the building officials in each municipal- <br />ity, except for some that depend on the county's services, are responsible for in- <br />terpreting and enforcing all laws, codes, ordinances, regulations, and municipal <br />policies related to the construction, improvement, expansion, or repair of buildings <br />within the municipality. The County Department of Regulatory and Economic Re- <br />sources (RER) ensures that all new construction complies with the Florida Building <br />Code which is a major factor to hazard mitigation. The department usually is re- <br />sponsible for the management of development in Special Hazard Areas; preser- <br />vation of open space; general control of land use intensities; and coordination <br />P 1-22 <br />
