RESOLUTION NO. 2026 - <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, WAIVING THE BIDDING REQUIREMENTS OF CHAPTER 62 OF THE <br />CITY'S CODE OF ORDINANCES; APPROVING AN AGREEMENT WITH VETTED <br />SECURITY SOLUTIONS LLC TO PROVIDE MAINTENANCE AND AS -NEEDED <br />REPAIRS TO THE CITY'S SECURITY CAMERAS HARDWARE AND SOFTWARE, IN <br />AN AMOUNT NOT TO EXCEED THREE HUNDRED FORTY-FIVE THOUSAND <br />DOLLARS AND NO CENTS ($345,000.00), ATTACHED HERETO AS EXHIBIT "A"; <br />AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; AUTHORIZING THE <br />CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS <br />RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, on May 19, 2022, via Resolution No. 2022-3322, the City of Sunny Isles Beach <br />(the "City") purchased license plate reader ("LPR") and closed-circuit television ("CCTV") <br />equipment ("Security Environment") from Millennium Products, Inc. through GSA Contract No. <br />GS-07F-0031W; and <br />WHEREAS, the City's CCTV, LPR, recording, and related public safety technology systems <br />are critical public safety assets that support criminal investigations, suspect identification, crime <br />prevention, traffic safety enforcement, situational awareness, and the monitoring of public <br />spaces and critical infrastructure throughout the City; and <br />WHEREAS, the original purchase included a three-year maintenance agreement, during <br />which Vetted Security Solutions, LLC (the "Contractor") provided preventative maintenance and <br />technical support services for the City's Security (the "Maintenance Services"); and <br />WHEREAS, on August 21, 2025, via Resolution No. 2025-3865 following the expiration of <br />the initial three (3) year maintenance term, the City Commission approved an Agreement with <br />the Contractor for continued maintenance services for a one (1) year period; and <br />WHEREAS, the current maintenance term expires on August 24, 2026; and <br />WHEREAS, the Contractor has expressed their desire and ability to continue providing <br />the City with the Maintenance Services; and <br />WHEREAS, the Contractor has extensive experience with the installation and integration <br />of the City's public safety technology infrastructure and possesses specialized knowledge of the <br />systems' design, configuration, and operation, making the Contractor uniquely qualified to <br />provide the required services; and <br />WHEREAS, pursuant to Section 62-12 of the City's Code of Ordinances, "the City <br />Commission may authorize the waiver of competitive bidding procedures upon the <br />recommendation of the City Manager that it is in the City's best interest to do so, to obtain <br />goods and services which cannot be acquired through the normal purchasing process due to <br />insufficient time, the nature of the goods or services, or other factors"; and <br />@BCL@C816AABD Page 1 of 3 237 <br />
