RESOLUTION NO. 2026 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, WAIVING THE BIDDING REQUIREMENTS OF CHAPTER 62 OF THE CITY'S CODE OF ORDINANCES; APPROVING AN AGREEMENT WITH VETTED SECURITY SOLUTIONS LLC TO PROVIDE MAINTENANCE AND AS -NEEDED REPAIRS TO THE CITY'S SECURITY CAMERAS HARDWARE AND SOFTWARE, IN AN AMOUNT NOT TO EXCEED THREE HUNDRED FORTY-FIVE THOUSAND DOLLARS AND NO CENTS ($345,000.00), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on May 19, 2022, via Resolution No. 2022-3322, the City of Sunny Isles Beach (the "City") purchased license plate reader ("LPR") and closed-circuit television ("CCTV") equipment ("Security Environment") from Millennium Products, Inc. through GSA Contract No. GS-07F-0031W; and WHEREAS, the City's CCTV, LPR, recording, and related public safety technology systems are critical public safety assets that support criminal investigations, suspect identification, crime prevention, traffic safety enforcement, situational awareness, and the monitoring of public spaces and critical infrastructure throughout the City; and WHEREAS, the original purchase included a three-year maintenance agreement, during which Vetted Security Solutions, LLC (the "Contractor") provided preventative maintenance and technical support services for the City's Security (the "Maintenance Services"); and WHEREAS, on August 21, 2025, via Resolution No. 2025-3865 following the expiration of the initial three (3) year maintenance term, the City Commission approved an Agreement with the Contractor for continued maintenance services for a one (1) year period; and WHEREAS, the current maintenance term expires on August 24, 2026; and WHEREAS, the Contractor has expressed their desire and ability to continue providing the City with the Maintenance Services; and WHEREAS, the Contractor has extensive experience with the installation and integration of the City's public safety technology infrastructure and possesses specialized knowledge of the systems' design, configuration, and operation, making the Contractor uniquely qualified to provide the required services; and WHEREAS, pursuant to Section 62-12 of the City's Code of Ordinances, "the City Commission may authorize the waiver of competitive bidding procedures upon the recommendation of the City Manager that it is in the City's best interest to do so, to obtain goods and services which cannot be acquired through the normal purchasing process due to insufficient time, the nature of the goods or services, or other factors"; and @BCL@C816AABD Page 1 of 3 237
