1.4 What's covered in this Notice? <br />This Notice establishes and explains requirements for Urban County qualification.' <br />Below is a summary of the Notice's sections and attachments: <br />• Section 1: Overview of the Urban County Notice (this section) introduces this <br />Notice and Urban County qualification. Please note that SECTION 1.5 highlights <br />the changes HUD is making to this Notice from Notice CPD-25-04. <br />• Section 2: The Urban County Qualification Process provides a step-by-step <br />process map of the qualification process and a brief explanation of each step in <br />the process. This section will help you understand how the process works. <br />• Section 3: Your Urban County Qualification Package covers the requirements <br />for your county's "qualification package" that you must submit to your CPD field <br />office. It also provides instructions on how to submit your qualification package. <br />Specifically, this section provides guidance on: 1) Urban County Participation <br />Decision Letters; 2) Cooperation Agreements and Joint Agreements; and <br />3) County Counsel Legal Opinion Letters. <br />Section 4: Requirements, Deadlines, Urban County Lists, and Other Guidance <br />summarizes all requirements to receive CDBG funding as an Urban County, <br />provides more information on the Urban County Qualification Deadlines and <br />Urban County Lists that HUD will publish annually on the HUD Exchange Urban <br />Counties website, and provides other technical guidance for qualifying counties. <br />• Attachments includes six attachments: <br />Attachment 1: Statutory Requirements to be an Urban County <br />Attachment 2: Definitions of Urban County Terms <br />Attachment 3: HUD Requirements and Sample Language for Cooperation Agreements <br />Attachment 4: HUD Requirements and Sample Language for Joint Agreements <br />Attachment 5: Cooperation Agreements vs. Joint Agreements Comparison Table <br />Attachment 6: Urban County Qualification Scenarios Comparison Table <br />1.5 What's new in this Notice? <br />• Converted to a standing Notice: HUD will no longer publish an Urban County <br />Notice annually. This Notice will remain in effect until amended, superseded, or <br />rescinded by a new Urban County Notice. As a supplement to this Notice, HUD will <br />publish three additional guidance products annually on the HUD Exchange Urban <br />Counties website: 1) Urban County Qualification Deadlines; 2) Urban County Lists; <br />and 3) Metropolitan Cities in Joint Agreements with Urban Counties. <br />' In this Notice, HUD uses the phrases "Urban County qualification" or "qualifying Urban Counties" for simplicity <br />instead of using "Urban County qualification and requalification" or "qualifying or requalifying Urban Counties." <br />Requalifying as an Urban County is essentially the same process as qualifying the first time. <br />561 <br />
