3.3.3 Urban County Participation Decision Letters for Metropolitan Cities currently <br />in JointAgreements with an Urban County <br />For requalifying Urban Counties that are in Joint Agreements with Metropolitan <br />Cities, your county must also send letters to those Metropolitan Cities notifying <br />them of their opportunity to change their CDBG program participation decision, <br />even if you have an Auto -Renewal Joint Agreement in place with the jurisdictions. <br />Your Urban County must request a participation decision from the Metropolitan <br />City in a response letter by the deadline set in the Urban County Qualification <br />Deadlines published on the HUD Exchange Urban Counties website. <br />CDBG Program Participation Options for Metropolitan Cities currently <br />in JointAgreements with your Urban County <br />Renew the Joint Agreement with your Urban County for the upcoming <br />three-year Urban County qualification period. This means reauthorizing <br />and re -executing the agreement OR auto -renewing the agreement, per <br />HUD's "auto -renewal" policy. (Please note again that the new "auto - <br />renewal" policy outlined in SECTION 1.7 will take effect in FY 2027.) <br />2. Terminate the Joint Agreement with your Urban County, relinquish their <br />CDBG Entitlement status, and execute a Cooperation Agreement to <br />continue participating in your Urban County (as a Participating UGLG) <br />for your upcoming three-year Urban County qualification period. <br />3. Terminate the Joint Agreement with your Urban County and resume <br />their independent CDBG Entitlement status as a Metropolitan City. <br />4. Terminate the Joint Agreement with your Urban Coun1y, relinquish <br />their CDBG Entitlement status, and become a Non -Entitlement UGLG. <br />They may then choose to seek State CDBG Program funding OR not <br />participate in the CDBG program altogether. <br />NOTE: If a Metropolitan City is geographically "split" across multiple Urban Counties, <br />they may only be in a Joint Agreement with one of the Urban Counties. <br />3.3.4 Urban County Participation Decision Letters from Metropolitan Cities <br />accepting or deferring their CDBG Entitlement status <br />If applicable, you may also need to submit letters sent and received from: <br />1. Any UGLG that may newly qualify as a Metropolitan City but wants <br />to defer its CDBG Entitlement status; <br />2. Any UGLG currently deferring Metropolitan City (CDBG Entitlement) <br />status that wants to continue to defer its CDBG Entitlement status; <br />3. Any UGLG accepting Metropolitan City (CDBG Entitlement) status <br />stating it will enter into a Joint Agreement with your Urban County <br />19 <br />575 <br />
