5. The person who filed the complaint may appeal the written response if it <br /> does not satisfactorily resolve the issue. Appeals must be submitted in <br /> writing, within fifteen (15) calendar days after receipt of written response to <br /> the City Manager and City Attorney. <br /> IV. Retaliation <br /> Retaliation is prohibited under Title VI of the Civil Rights Act of 1964 and related <br /> federal and state nondiscrimination authorities. It is the policy of the City that <br /> persons filing a grievance of discrimination should have the right to do so <br /> without interference, intimidation, coercion or fear of reprisal. Anyone who feels <br /> they have been subjected to retaliation should report such incident to the Title <br /> VI Coordinator. <br /> V. Information Notices <br /> A link to the City's Title VI information is displayed on the homepage of the <br /> City's website, www.sibfl.net, including the Title VI Coordinator's contact <br /> information (as listed above). Title VI notices are also prominently and publicly <br /> displayed at City Hall. Additional information relating to the City's <br /> nondiscrimination obligation is in this document and can be obtained from the <br /> Title VI Coordinator. <br /> VI. Record Keeping <br /> The Title VI Coordinator will ensure the maintenance of permanent records, <br /> which include, but are not limited to copies of Title VI complaints or lawsuits <br /> and related documentation, and records of correspondence to and from <br /> complainants, and Title VI Investigations. A copy of the Complaint Monitoring <br /> Log is attached as Appendix B. <br /> VII. Limited English Proficiency (LEP) <br /> The City of Sunny Isles Beach has a land area of 1.78 square miles and a <br /> population of 20,832 (as of the 2010 Census Data). According to the American <br /> Community Survey 2008-2012, 30.7% of the population speaks primarily <br /> English at home, 44.2% speak primarily Spanish at home, and 21.9% speak <br /> 4 City of Sunny Isles Beach <br /> Title VI Program Plan <br />
