City Manager Szerlag said the City will be developing an RFP for upscale restaurants to take a <br /> look at the restaurant area, and in addition, Dr. Cornfeld indicated that we can utilize valet <br /> parking at the Newport Hotel and parking across the street on his site. Dr. Cornfeld said that the <br /> City will share in those revenues as well. <br /> Chairperson Masters asked for a motion to accept the reconstruction and design of the Pier,and <br /> move forward with the concept. The following conditions are to be included: barrier-free <br /> facility; functionally aesthetic; concrete dyed brown to look like wood; it will have a 5,000 <br /> square foot restaurant; catwalk around the restaurant; will determine at a later date based on <br /> functional use of an observation post/fish, bait, tackle gate person to transverse the rest of the <br /> Pier if we can make it fit within the 16-foot cross section which is also a condition; we won't <br /> flange off the areas, if we can't we will; we will have an area that flanges out in the back; have <br /> an area for the Ocean Rescue and Police personnel on the upper level of the restaurant; lighting; <br /> handicapped access. <br /> City Manager Szerlag said the lighthouse is off site and therefore is an independent event. As an <br /> alternative, he will ask our Consultant to design a lighthouse in front and determine the cost but <br /> it may be a financial issue. <br /> Shari Blank moved and Philip Chemoff seconded a motion for the City to move forward with <br /> this concept and prepare a Resolution supporting this concept. HPB Resolution No.2008- <br /> 08 was adopted by a voice vote of 6-0-1 (Bonita Shoki absent) in favor. <br /> 3B. Update and Discussion regarding the Reconstruction and Lighting of the Historic Atlantic <br /> Isles Lagoon Bridge. <br /> Action: City Manager A. John Szerlag reported that the bridge is independent of the Special <br /> Assessment District Project. At this point they are not doing anything for the bridge, but they <br /> can replicate it, as it is an historic site. He will bring that back to the Board when funding is <br /> approved through the City Commission. <br /> 4. Report on "Pelican Artifact" Placement in Pelican Community Park, and Horses and <br /> Carriage in Senator Gwen Margolis Park. <br /> Action: City Manager Szerlag handed out two photos of where a pelican will be installed at the <br /> Community Center, 18115 North Bay Road, between the school and the Park. City Historian <br /> Richard C. Schulman showed a photo of the Pelicans from the Driftwood Motel which will be <br /> placed in front of the Park, and the second Pelican is 12-foot 6-inch driftwood artifact that we <br /> will install onto the basketball coliseum and that should be within two weeks. <br /> City Historian Richard C. Schulman reported that the Horses and Carriage in Senator Gwen <br /> Margolis Park have been moved to another area within the Park. <br /> 5. A Resolution of the Historic Preservation Board of the City of Sunny Isles Beach, Florida, <br /> Expressing Support for the City's Efforts and in Keeping with the "Mission Statement" Dated <br /> Summary Minutes: 2008-0415 HPB Mtg Page 2 of 4 <br />
