City Manager Conner said that the City went out with an RFP for the restaurant, and when the <br /> deadline came, no one submitted. Soon after,two different companies came and said they were <br /> interested but didn't know about the deadlines, etc. Now that the City has gone through the <br /> process, legally we can now step back and say lets talk, and so we have started that, both <br /> proposers are local,both are talking about their own unique site specific restaurant(not a chain), <br /> both are qualified, and we are now reviewing that information. <br /> 4. Report and Discussion of the Renovation and Design of "History Hall" Rascal House <br /> Addition. <br /> Action: City Historian Schulman reported that there are approximately 68 framed pictures in <br /> chronological order in History Hall. City Manager Conner gave a status on the renovation and <br /> design of History Hall and handed out preliminary drawings of what the designer proposed, <br /> which depicted a typical wall section with a shotgun barrel look, high ceiling,and a narrow wall. <br /> The idea of the work here is to not only increase the ability to hang pictures because we know we <br /> will continue to add as the City goes on, we are going to create alcoves to break up the wall and <br /> so every 10-15 feet there will be a false pillar with decorative sconce lighting on it,also allow us <br /> to do different colors. We will create a false crown molding that would create a ceiling effect <br /> and paint the entire upper area black and hang lighting down the hallway and on the pictures as <br /> well.The designer will create carpet sections. It was noted that the current history hall is a walk <br /> through to the outside,and City Manager Conner said that will be changed. Cassey Gabor noted <br /> that she has seen many museums around the world and suggested to build a pass to the Visitors <br /> Center, and this would bring more visitors to the Hall. City Manager Conner said it was an <br /> interesting concept and that they will look into it. City Historian Schulman noted that there will <br /> be an extension of the hallway to where the soda machines are outside and it will be a Rascal <br /> House Museum type of thing with memorabilia <br /> 5. Report and Discussion of the Artifacts from the Dunes Motel for Display at the Heritage <br /> Park Garage Entrance. <br /> Action: City Historian Schulman reported when the Dunes Motel was demolished,he was able <br /> to obtain six stone slabs with Egyptian images on them, and he showed pictures of them. He <br /> noted that Mayor Edelcup had suggested to place them at the entrance of the new Heritage Park <br /> Garage which will soon be constructed. The slabs will be embedded in concrete with a sealant <br /> over them to preserve them from the weather and salt air, and there will be lighting. They are <br /> about 50 years old, 3-feet long. 30-inches across and weigh about 100 pounds. <br /> City Manager Conner presented renderings of the Heritage Park and Parking Garage Project <br /> noting that there will be a wall in the Park with the history of the City which also includes a <br /> water feature. The garage will be four stories high,and it has a wall just offset from the entrance <br /> to the garage that will face into the Park,and our thought was to integrate the slabs into the wall <br /> with a Plaque in the center indicating the history of the slabs. He also noted that there will be <br /> patrolling of all of the Parks from 3:30 p.m. to when they close at 9:00 p.m. <br /> 6. Discussion of the Horses and Carriage in Senator Gwen Margolis Park. <br /> Action: Chairperson Masters noted that the Horses and Carriage are back in place in Senator <br /> Gwen Margolis Park and City Historian Schulman asked the Board their thoughts on fencing in <br /> the Horses and Carriage to protect them from people climbing on them, and he noted that they <br /> Summary Minutes: 2009-0722 HPB Mtg Page 2 of 3 <br />
