just fenced in the new Butterfly Sculpture that is in the Park. It was the consensus of the Board <br /> not to fence in the Horses and Carriage at this time. City Manager Conner noted that the last <br /> phase of the Central Island Project and Park is the lighting. It will be "pedestrian lighting", low <br /> fixtures, low relatives 12-feet high, and it was asked that a spot light be on the Horses and <br /> Carriage. <br /> 7. Report and Discussion of the Historic Film entitled "From Sandbar to Sophistication, the <br /> Story of Sunny Isles Beach" released on November 18, 2008. <br /> Action: City Historian Schulman reported that he distributed our 20-minute film of the history <br /> of Sunny Isles Beach. He handed out a weekly schedule of Cable Television Channel 77 <br /> programs,and noted that it has been running seven times a week. It has been very successful and <br /> he has had people comment on it. They are in the process of contacting several media including <br /> the Miami Beach channel,and it will be distributed internationally through the City's Goodwill <br /> Ambassador Elena Baronoff. He will come back at the next meeting with another report. <br /> 8. New Business. <br /> • Cassey Gabor asked about designating Temple B'nai Zion as a Historic Site. City <br /> Historian Schulman said the people that control the Temple are not interested in making it <br /> an historic site. Mayor Edelcup said the designation or preservation of an historic site is in <br /> the hands of this Board, the City doesn't take an active role in that, if the Board were to <br /> petition the City to make it an historic site then the Commission would respond. That is <br /> under the jurisdiction of this Board,the Board has the power to initiate that process. City <br /> Historian Schulman said the Temple meets certain criteria already but there is an <br /> ownership problem there that is against it,just like at the Golden Strand. Mayor Edelcup <br /> said that is a legal issue, and again, if the Board wants to carry it forward, you will never <br /> find an owner that is willingly going to want their site made historic because they can't do <br /> anything with it other than to maintain it as an historic site. We just have to go through the <br /> legal process, and the courts will determine whether or not there is enough justification, <br /> whether the owner wants it or not. Chairperson Masters said we will place it on an agenda <br /> for discussion. Mayor Edelcup said about a year ago the Legal Department prepared a <br /> document on what steps you need to go through to designate an historic site. Assistant <br /> City Attorney Amuchastegui will get it to City Clerk Hines to distribute to the Board <br /> members. <br /> 9. Date and Time of Next Meeting. <br /> Action: After discussion it was decided to schedule the next meeting on Wednesday,January <br /> 13, 2010 at 7:00 p.m. <br /> 10.
