4. BUDGET RESOLUTION AND ORDINANCE <br /> 4A. A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, <br /> ESTABLISHING AND IMPOSING THE CITY OF SUNNY ISLES BEACH AD <br /> VALOREM TAX MILLAGE LEVY RATE AT 2.303 MILLS PER ONE <br /> THOUSAND ($1000) DOLLARS OF TAXABLE ASSESSED VALUE; PROVIDING <br /> FOR AN EFFECTIVE DATE. <br /> ACTION: [City Clerk's note: A revised resolution was handed-out at the meeting and <br /> made a part of the record.] The City Clerk read the title and interim City Manager <br /> Neustadt said he was recommending a millage rate of 2.3203 per one thousand dollars <br /> ($1,000) of assessed value, which reflects a three and six tenths per cent increase (3.6%) <br /> greater than the "rolled back" rate of 2.223 mills for Fiscal Year 1999/2000. <br /> Commissioner Iglesias moved, and Commissioner Kauffman seconded a motion to <br /> approve the proposed resolution. AN ORDINANCE OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, <br /> ADOPTING AN OPERATING AND CAPITAL OUTLAY BUDGET FOR THE <br /> FISCAL YEAR COMMENCING OCTOBER 1, 1999, THROUGH SEPTEMBER <br /> 30, 2000, PURSUANT TO FLORIDA STATUTES SECTION 200.65 (TRIM BILL) <br /> AUTHORIZING EXPENDITURES OF FUNDS ESTABLISHED BY THE BUDGET; <br /> PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. <br /> (Item 4B was a Public Hearing) <br /> ACTION: City Clerk Brown-Morilla read the title of the proposed ordinance and <br /> announced the item was a public hearing. <br /> Commissioner Iglesias moved, and Commissioner Morrow seconded a motion to <br /> approve the budget. <br /> Commissioner Iglesias commented that by spending the extra $1.1 million in the budget <br /> for the drainage improvement project on Sunny Isles Boulevard, it was possible for the <br /> City to attain all the land that belongs to FDOT on 163rd Street (by having provided <br /> drainage structures and improvements). <br /> Interim City Manager Neustadt reviewed with the City Commission various budgetary <br /> issues on a department by department basis. He said there were some minor changes in <br /> the City Manager's budget due to inconsistencies of a minor nature in the recommended <br /> budget and he requested authority to make appropriate adjustments.
