Summary Minutes:Regular City Commission Meeting January 21,2016 City of Sunny Isles Beach,Florida <br /> and received about 400 responses in that survey which in their experience is very good for <br /> this type of project. They conducted a review of the City's current Comprehensive Plan and <br /> also held a series of public forums,in particular the Town Hall Meeting on July 9, 2015 that <br /> was very well attended. They also had a Charrette on September 1, 2015, focusing on <br /> transportation issues, and another Town Hall Meeting on October 6, 2015. Based on all the <br /> input received, they drafted the report and that is the basis for the Amendments. <br /> Mr. Bell gave a recap on the Amendments to the Comprehensive Plan: the Master Planning <br /> document is important because it sets the stage for everything else you do in terms of <br /> planning and zoning;the Land Development Regulations;the Capital Projects,all have to be <br /> in accordance with the City's Comprehensive Plan, and so it really is your Master Plan. <br /> Based on the input received through the process they took a look at the Vision Statement in <br /> the Comprehensive Plan and saw where it may need to be revised to address the current <br /> conditions. The first two were really in your Vision Statement and so we basically modified <br /> it to bring it up to date, it is providing a sense of community and protecting and enhancing <br /> your coastal resources, they both still remain very relevant. The other two they adjusted <br /> more, the third bullet in the original Vision talked about really transforming the beachfront <br /> and that has happened in the City,there has been dramatic redevelopment. They are advising <br /> to talk about maintaining and enhancing your growth environment in things like landscaping <br /> and urban design, and a whole range of mobility options for the City. <br /> Mr. Bell went over some of the major Amendments that they are making that are detailed in <br /> the document and the overstrike and underscore, that is actually what is being adopted and <br /> transmitted to the State for review. The future Land Use Elements some of the key <br /> recommendations are talking about neighborhood protection, putting in some additional <br /> compatibility guidelines as part of the development review process. Environmentally- <br /> friendly design and low impact development techniques. We are placing the call for <br /> beachfront redevelopment which has largely occurred with the focus on continued <br /> implementation of the Urban Village and Town Center strategies. For the Transportation <br /> Element Amendments, a lot of this comes out of the Transportation Master Plan that was <br /> kind of a parallel project. They are addressing recommendations that came out of that Plan <br /> and also adopting a level of service standards for not only roads which is in there now but <br /> also looking at the level of services for transit, for walking, for bicycles, etc. <br /> Mr. Bell said for the Housing Elements, again talking about what we can do to protect and <br /> enhance the existing residential neighborhoods and compatibility guidelines. For the <br /> Recreation and Open Space Element,which was mentioned in the State of the City,a radius <br /> standard calling for a park within 'A mile of all residential areas which is really within <br /> walking distance radius. They received a lot of input about beach access as part of the public <br /> involvement process. In terms of the Capital Improvements Element of course the City like <br /> many places in South Florida is challenged by climate change and sea level rise. We have a <br /> graphic that shows the impacts that could happen to the drainage system with a slight <br /> increase in sea level. And so the policy is improvements to adapt existing infrastructure or <br /> provide new infrastructure that is resilient to these potential impacts. For the <br /> Intergovernmental Coordination, again we mentioned the schools, the need to coordinate <br /> with Miami-Dade County Public Schools in the overcrowding issues, and evaluating <br /> strategies for increasing community use of the school facilities. <br /> 7 <br />
