Public Hearing: Sitting in as the Local Planning Agency and the City Commission, to <br /> Consider an Ordinance Approving the Evaluation and Appraisal Report(EAR)Based <br /> Textural Amendments to the Comprehensive Plan. <br /> A Resolution of the Local Planning Agency of the City of Sunny Isles Beach, Florida, <br /> Approving the City of Sunny Isles Beach EAR-Based Textural Amendments to the City of <br /> Sunny Isles Beach's Comprehensive Master Plan, and the Required Transmittal to the <br /> Florida Department of Economic Opportunity in Accordance with Section 163.3191,Florida <br /> Statutes; Providing for an Effective Date. <br /> Action: [City Clerk's Note: Items 7A and 7A.I were heard together.] City Clerk Hines read <br /> the title, and Planning and Zoning Administrator Claudia Hasbun reported. <br /> Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br /> resolution. LPA Resolution No. 2016-100 was adopted by a vote of 5-0 in favor. <br /> 7A.1 An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida,Adopting <br /> the Evaluation and Appraisal Notification Letter and Report-Based Textural <br /> Amendments to the City of Sunny Isles Beach's Comprehensive Master Plan and in <br /> Particular, Amendments to the Community Vision Statement, Future Land Use <br /> Element, Transportation Element, Housing Element, Recreation and Open Space <br /> Element, Capital Improvements Element, Coastal Management Element, <br /> Infrastructure Element, Conservation Element, Intergovernmental Coordination <br /> Element, Educational Facilities Element, Monitoring and Evaluation Amendments; <br /> Approving the Transmittal of the Report to the Florida Department of Economic Opportunity <br /> in Accordance with Section 163.3191,Florida Statutes; Providing for Severability;Providing <br /> for Repealer; Providing for Inclusion in the Code; Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and Planning and Zoning Administrator Claudia <br /> Hasbun reported that Jerry Bell of Bell David Planning Group is here tonight to make the <br /> presentation. Jerry Bell gave a PowerPoint presentation on how we got to the point we are at <br /> tonight. The project started in December 2014 and every City in the State of Florida is <br /> required to once every seven (7) years, do an evaluation and appraisal of their adopted <br /> Comprehensive Plan. The State has now kind of backed off on their requirements so what <br /> they really look for at the State level now in this evaluation is to look at the State Statutes in <br /> terms of growth management and identify any changes we need to make to the <br /> Comprehensive Plan to address any changes and State growth management requirements. <br /> The City decided to be a little more proactive,the City is at a point now where it is almost 20 <br /> years since the City has been incorporated. A lot has happened in the City since the first <br /> Comprehensive Plan was done, and so the City took a broader view that this is an <br /> opportunity to go back to make sure the Plan reflects the current state and vision of the City. <br /> Mr. Bell said we did the Evaluation and Appraisal Letter in December of 2014, and in <br /> accordance with the City's direction to go further than the minimum requirements, the City <br /> created a fact-finding committee, made up of some community leaders to provide input <br /> throughout the process.
