Summary Minutes:Regular City Commission Meeting February 18,2016 City of Sunny Isles Beach,Florida
perfect sense to all of us once he brought it up. This is one of the busiest interior stretches of
the City and he hopes one day we can do the same thing on Collins Avenue. Commissioner
Levin asked if it would only be on one side of the street, and Ms. Linton-Dorsett said no, it
will be on both sides of the street.
Commissioner Goldman moved and Commissioner Aelion seconded a motion to approve
the resolution. Resolution No. 2016-2524 was adopted by a voice vote of 5-0 in favor.
10G. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving
an Agreement with Rohl Networks, LP for the Construction of the Collins Avenue
Utility Undergrounding,in a Total Amount Not to Exceed$6,830,000.00,in Substantially
the Same Form Attached Hereto as Exhibit "A"; Authorizing the Mayor to Execute Said
Agreement;Authorizing the City Manager and City Attorney to Do All Things Necessary to
Effectuate this Resolution; Providing for an Effective Date.
Action: City Clerk Hines read the title, and Capital Projects Manager Elka Linton-Dorsett
reported in a prior Resolution the City Commission had granted approval for the City
Manager to negotiate a contract with Rohl in response to their bid for the undergrounding
project. This Resolution is for the actual contract with a completion date of March 31,2017.
In the contract we have done one thing that we don't typically do, an incentive clause
because of the time sensitivity of the project,we have included an allowance of$102,300 as
a means of encouraging the contractor to finish up to 30 days based on the schedule that we
are projecting.
Public Speakers: None
Commissioner Aelion asked if there are matching funds or contributions from FPL for this?
City Manager Russo said no,not for the installation. There is a discount that is given for part
of the actual wiring.
Commissioner Goldman said the City Manager has indicated that there are now nine (9)
construction projects in the City and we know there is urgency because you have built-in
deadlines for completion and this work is to be conducted over night. We just want to make
sure with all of these co-terminus events and projects going on that it will have a minimal
amount of interruption to the City and to the traffic, and minimal amount of impact given all
that is going on at the same time. We have a significant amount of capital projects
throughout the City and this is just adding another layer to it.
City Manager Russo said that is an important point, and we will be giving out a lot of
publicity on this project. The project will be conducted at night probably between the hours
of 10:00 and 6:00 in the morning. The bulk of the work will be in the overnight hours, they
are going to start at the south end of the City in the southbound lanes of Collins Avenue, all
the work is open trenches that have to be done to put in these conduits. They are all going to
be against the center isle median lane which requires closing two lanes for the hours they are
working. They will be working north in those south bound lanes against the center isle to
around 163 Street and then switch over to the northbound lanes working on the interior
against the curb and center median and the rest of the way north. We are trying to limit noise
7
