OBJECTIONS, RECOMMENDATIONS AND COMMENTS REPORT <br /> CITY OF SUNNY ISLES <br /> PROPOSED COMPREHENSIVE PLAN AMENDMENT 16-2ER <br /> The City of Sunny Isles Beach's 16-2ER Proposed Amendment is intended to implement those <br /> updates to the City's Comprehensive Plan noted in the City's Evaluation and Appraisal Notification <br /> letter to the Department of Economic.Opportunity on December 1, 2014. <br /> Amendments proposed include revisions to the Community Vision Statement, and modifications to <br /> the following Comprehensive Plan Elements: Future Land Use;Transportation;Housing; <br /> Recreation and Open Space; Capital Improvements Element;Coastal Management;Infrastructure; <br /> Conservation;Intergovernmental Coordination;and,Educational Facilities. The amendment also <br /> includes revision to the Monitoring& Evaluation Procedures Section of the Comprehensive Plan. <br /> The amendment proposes several significant changes to the City's Comprehensive Plan,including: • <br /> establishing criteria to evaluate and facilitate compatibility between land uses;providing a basis to <br /> facilitate a higher quality built environment through the use of urban design guidelines; establishing a <br /> basis for the implementing a complete strategy,including the establishing pedestrian and bicyclist <br /> levels of service standards; and, establishing several strategies for improve sustainability and <br /> particularly resilience to climate change. <br /> The City's Evaluation and Appraisal Notification letter to the Department of Economic <br /> Opportunity, dated December 1, 2014, stated that the City intended to update its Comprehensive <br /> Plan to address growth management legislation adopted since 2008,and to accomplish these specific <br /> amendments: 1) updating the Comprehensive Plan's planning horizons pursuant to Section <br /> 163.3177(5)(a), Florida Statutes; 2) updating the Intergovernmental Coordination element to include <br /> a mandatory dispute resolution process pursuant to Section 163.3177(6)(h)l.b., Florida Statutes; <br /> 3) updating the five-year capital improvements schedule in the Capital Improvement Element <br /> pursuant to Section 163.3177(3)(a)4., Florida Statutes;and, 4) revising the Transportation and <br /> Capital Improvements elements to comply with the requirements for implementing transportation <br /> concurrency set out in Section 163.3180(5),Florida Statutes. <br /> I. The Department raises the following Objections to the Amendment: <br /> 1) Objection: Future Land Use Map Missing the Associated Time Horizon. <br /> The City of Sunny Isles Beach's EAR-notification response to DEO in which the City identified <br /> updating the Comprehensive Plan's planning horizons pursuant to section 163.3177(5)(a), Florida <br /> Statutes, to address both a five-year and 10-year planning period,as a necessary amendment to the <br /> City's comprehensive plan. Proposed amendment 38 for the future land use element states amend the <br /> Future Land Use Map to include the text `Year 2030."However, the amendment does not actually <br /> include a revised future land use map, and the future land use map currently adopted by the City <br /> does not have any associated timeframe and thus not satisfy the requirement to cover an associated <br /> long-range (i.e., at least 10-year) period. <br /> 1 <br />
