Authority: Section 163.3177(5)(a), Florida Statutes (F.S.) <br /> Recommendation: Revise the amendment to include labeling on the future land use map so <br /> that it is identified as the "Year 2030 Future Land Use Map." <br /> II.The following Comments are offered to assist the City of Sunny Isles. They will not be <br /> used as a basis for a challenge. <br /> 1) Comment: Future Land Use Map series/Coastal Management Element—Incorrect Coastal <br /> High-Hazard Area Mapping and Missing Definition of Coastal High-Hazard Area <br /> The amended Future Land Use Map (series) does not depict the correct location of the coastal <br /> high-hazard area in accordance with sections 163.3177(6)(a)10.c.(VI).,F.S., 163.3178(2)(h),F.S. and, <br /> 163.3178(8)(c), F.S., Section. The Coastal Management Element does not include the statutory <br /> definition of coastal high-hazard area in accordance with sections 1633178(2)(h),F.S. and <br /> 163.3178(8)(c),F.S. <br /> In response, the City should revise the amendment to the Coastal Management Element to include the statutory <br /> definition of Coastal High-HaardArea as"the area below the elevation of the category 1 storm surge line <br /> as established by a Sea,Lake, and Overland Surges from Hurricanes (SLOSH)computerized storm <br /> surge model" and to depict the Coastal High-Har and Area on the Future Land Use Map. Mapping of the <br /> location of Coastal High-Hazard Area should be based upon the most recently available data published by the <br /> Florida Division of Emergeng Management. <br /> 2) Comment: Implementation of Recent Statutory Changes —Coastal Management Element <br /> Redevelopment Component Requirements <br /> The City's December 1, 2014, Evaluation and Appraisal Notification response to the <br /> Department of Economic Opportunity specified that the ensuing amendment would include <br /> updates to reflect statutory changes. The adoption of the Peril of Flood.legislation in 2015 modified <br /> Section 163.3178(2)(f), F.S., to require those local governments with Coastal Management Elements <br /> to include a redevelopment component within this Element, that addresses a variety of planning <br /> considerations to respond to and prepare for a variety of coastal and other flooding events. The <br /> City's Comprehensive Plan, along with the proposed amendments,does not demonstrate complete <br /> compliance with all components of these statutory requirements. <br /> In response, the City should revise the amendment to the Coastal Management Element to ident5 post flood and <br /> sea level rise redevelopment strategies and activities and update applicable Code citations to reflect currently adopted <br /> regulations. The revised amendment should identi and map flood risk in coastal areas, including sea level rise-related <br /> impacts. The amendment should also identift and outline strategies to employ in flood risk areas including the <br /> designation of adaptation action areas(AAA)and establishment of strategies relating strategies to the spec <br /> AAAs,for example: flood proofing of vital infrastructure located within AAAs experiencing frequent flooding and <br /> increased flood elevations;elevating minimum finished floor elevation requirements in flood risk areas;and, upgrading <br /> to stormwater infrastructure within vulnerable areas, such as use of backflow preventers or green infrastructure to <br /> reduce runoff in flood cones. <br /> 2 <br />
