3) Comment: Housing Element—Regulation of Housing by Tenure <br /> Proposed amendment 15 for the Housing Element would revise a policy that provides the basis for <br /> land development regulations that govern ownership of housing units for the purposes of protecting <br /> single family residential areas. It is not clear what the public purpose basis is for the regulation of <br /> ownership of housing units nor how regulating such would have the effect of protecting single <br /> family residential areas from some impact typically addressed through planning and land <br /> development regulation, such as incompatible and use impacts,nuisances, safety concerns, <br /> public-/environmental health hazards. <br /> In response, the City should revise this amendment, either to establish a clear public purpose for regulating tenure, <br /> or to eliminate this specific provision. <br /> 3 <br />
