Dumas <br />Community Planning and Devel ment Director <br />Date: November 8, 1999 <br />Subject: Overview of Community Planning and Development Needs for the City of <br />Sunny Isles Beach <br />In response to our conversation of November 3, 1999, and the memorandum from City <br />Attorney Lynn M. Dannheisser to me dated November 1, 1999, regarding working <br />projects, I have prepared the following information to address planning activities within <br />the City of Sunny Isles Beach. Currently, the only tasks that I am aware of that have <br />been undertaken to date, involve development of the State required Comprehensive. Plan <br />and the RU4A Zoning District. <br />Identification of Needs <br />There are a number of basic planning studies that should be undertaken in order to <br />properly address many of the working projects that have been identified to date. Based <br />on the following assignments listed in the above referenced memo: Master Plans for <br />Collins Avenue and North Bay Road, Undergrounding, Redevelopment of 163rd Street <br />(Sunny Isles Boulevard) and Collins Avenue south of 163`d Street, and City Parks; it is <br />necessary to develop a citywide streetscape concept plan. The concept plan would serve <br />as the basis for the Streetscape Master Plan that should also be developed. <br />Additionally, there needs to be a visioning process for the following: (1) Sunny Isles <br />Beach Boulevard including the City Hall site, (2) the west side of Collins Avenue and (3) <br />North Bay Road that would result in the development of a revitalization strategy for each <br />of the areas. <br />Furthermore, to address park and recreation needs for the entire City, a Beachfront and <br />Parks Master Plan should be developed. This type of plan would identify recreation <br />needs based on current and projected populations for residents and visitors, provide input <br />to the use of each recreation site currently identified, locate public beach access points <br />and develop a concession strategy, if so desired. <br />a <br />
