Furthermore, a study to identify economic development needs should be undertaken. <br />This could be as simple as a survey done by telephone to residents and visitors or a direct <br />mail survey to owners or management of retail and related service operations to help <br />identify level of current services and economic development needs that are not being <br />adequately addressed within the City of Sunny Isles Beach. The results of such a study <br />would have an impact upon the revitalization strategies that will be developed especially <br />for Sunny Isles Boulevard and the west side of Collins Avenue. <br />Purpose of the Studies <br />Streetscape <br />This is a highly technical type of study that involves engineers and landscape architects to <br />develop the appropriate standards. Implementation of a Citywide Streetscape Concept <br />Plan would address each -typical street and propose standards for sidewalks, planting <br />areas and materials, parking, traffic lanes, undergrounding of utilities, lighting, banners <br />and street furniture. This would guide the City in encouraging a pedestrian friendly <br />atmosphere while still recognizing traffic and transportation needs of the as built <br />environment as well as the projected growth. <br />From the development of this basic concept plan, a Streetscape Master Plan could be <br />developed. The goal of the Master Plan would be to refine and perfect the elements of <br />the concept plan and to eventually development construction documents that would be <br />followed to implement the recommended streetscape plans. Development of these types <br />of regulating plans would greatly assist the City in working with the various developers <br />that are undertaking projects within various locations of the City. <br />It should be noted that in order to prepare construction plans, surveys must be undertaken <br />for each street. This process can be phased based on a ranking of priorities. <br />Revitalization Strategies <br />To initiate the revitalization strategy process, visioning studies for the areas identified as <br />Sunny Isles Boulevard (including south of 163`d Street), west side of Collins and North <br />Bay Road should take place. A visioning session should be a community participatory <br />process for each area led by a facilitator. The purpose of this type of process is to bring <br />all stakeholders together to discuss the various issues that need to be addressed and to <br />ultimately develop a revitalization strategy based on consensus. Typically, this type of <br />visioning process is conducted by an outside consultant so that the consensus building <br />process is viewed as totally neutral by all participants. <br />Following the visioning process, the revitalization strategy can begin to be developed. <br />Normally, this type of process should continue to involve the stakeholders through a <br />series workshops or meetings where the participants have the opportunity to review the <br />plans and engage in a dialogue. Based on information received at these sessions, <br />refinements to the plan can be incorporated. Utilization of a consultant to formulate and <br />develop the revitalization strategy is the most effective and acceptable methodology as it <br />enables all stakeholders to play a crucial role in developing the plans and places City staff <br />in the role of facilitating implementation of the plans once they are developed. <br />3 <br />
