<br />RESOLUTION NUMBER,;2.000 - d C> 2. <br /> <br />A RESOLUTION OF THE COUNCIL OF COASTAL MAYORS OF MIAMI- <br />DADE COUNTY, FLORIDA, REQUESTING THE MIAMI-DADE COUNTY <br />MAYOR AND COMMISSION TO; 1) DECLARE A STATE OF EMERGENCY <br />FOR THE CRITICALLY ERODED BEACHFRONT AREA IN NORTHERN <br />MIAMI BEACH; 2) REQUEST EMERGENCY ACTION FROM THE UNITED <br />STATES CONGRESS AND THE ARMY CORPS OF ENGINEERS TO <br />BRING IMMEDIATE RELIEF TO THIS MOST VULNERABLE AREA; 3) <br />ENCOURAGE THE ARMY CORPS OF ENGINEERS TO EXPEDITE THEIR <br />SEARCH FOR SUITABLE, LONG-TERM SOURCES OF SAND FOR THE <br />CONTINUED MAINTENANCE OF MIAMI-DADE COUNTY'S SANDY <br />BEACHES; 4) REQUEST FURTHER DEFINITION OF THE <br />AUTHORIZATION OF THE MIAMI BEACH INNOVATIVE EROSION <br />CONTROL AND SAND RECYCLING PROJECT IN THE WATER <br />RESOURCES DEVELOPMENT ACT OF 2000; AND 5) REQUEST A <br />$10,300,000 APPROPRIATION FROM THE ENERGY AND WATER <br />APPROPRIATIONS ACT OF 2000 FOR IMPLEMENTATION OF THE MIAMI <br />BEACH INNOVATIVE EROSION CONTROL AND SAND RECYCLING <br />PROJECT AND FOR ON-GOING SHORE PROTECTION PROJECTS <br />COUNTYW1DE. <br /> <br />WHEREAS, South Florida's beaches are an important part of the quality of li~e of <br />this community, providing aesthetic, environmental, hurricane mitigation and recreational <br />benefits for our residents and tourists; and <br /> <br />WHEREAS, beaches continue to be the region's number one tourist attraction and <br />are thus vital to our economic well-being; and <br /> <br />and <br /> <br />WHEREAS, beach erosion continues to be a major problem in Miami-Dade County; <br /> <br />WHEREAS, the ero5ion of the beachfront area in the northern Miami Beach <br />(approximately from 60th Street north to 75th Street) has reached a critical stage where <br />emergency and public access have been lost, most of the protective dunes are gone and <br />upland property losses are eminent; and <br /> <br />WHEREAS, emergency steps must be taken to provide temporary relief to this most <br />critically eroded section of beach to provide some degree of Storm Protection for this <br />currently unshielded areal as well as, to help prevent upland flooding and the loss of <br />coastal infrastructure, until such time as a complete renourishment can be completed. <br /> <br />WHEREAS, the sources of sand traditionally used for renourishing the Co~nty's <br />beaches have been virtually exhausted and new sources of beach compatible sand must <br />be located to provide for the long-term maintenance of the County's beaches: and . <br />
