<br />WHEREAS,the Army Corps of Engineers has initiated a search for suitable, long- <br />term sand sources, and <br /> <br />WHEREAS, limited quantities of beach compatible sand have been identified ~jthjn <br />potential, non-conventional sources such as the Peanut Island or Virginia Key Maintenance <br />Dredge Spoil Disposal Areas; and <br /> <br />WHEREAS, the authorization of the Miami Beach Innovative Erosion Control!and <br />Sand Recycling Project contained in the Water Resources Development Act of 1999 needs <br />. I <br />to be better defined to provide the Local Sponsor greater autonomy over the beach <br />management process; and <br /> <br />WHEREAS, an initial appropriation of $2.3 million from the Energy and ~ater <br />Appropriations Act of 2000 is needed to implement the Miami Beach Innovative Ero~ion <br />Control and Sand Recycling Project; and <br /> <br />WHEREAS, an appropriation of $8.0 million from the Energy and Vl(ater <br />Appropriations Act of 2000 is needed to fund the County's on-going shore protecttion <br />projects for 2000 - 2001. <br /> <br />NOW, THEREFORE, BE IT DULY RESOLVED BY THE COUNCIL OF COASrrAL <br />MAYORS OF MIAMI-DADE COUNTY, FLORIDA, THAT: <br /> <br />1. The Council of Coastal Mayors requests that the Miami-Dade County Mayor!and <br />Commission declare a State of Emergency for the critically eroded beachfront area <br />in northern Miami Beach. <br /> <br />2_ The Council of Coastal Mayors requests that the Miami-Dade County Mayol and <br />Commission request emergency action from the United States Congress and the <br />Army Corps of Engineers to bring immediate relief to this most vulnerable ar~a. <br /> <br />3. The Council of Coastal Mayors requests that the Miami-Dade County Mayoriand <br />Commission encourage the Army Corps of Engineers to expedite their search for <br />suitable. long-term sources of sand for the continued maintenance of Miami-Pade <br />County's sandy beaches. <br /> <br />4. The Council of Coastal Mayors requests that the Miami-Dade County Mayor and <br />Commission establish the further definition of the authorization of the Miami Beach <br />Innovative Erosion Control and Sand Recycling Project in the Water Resources <br />Development Act of 2000 as a legislative priority for Miami-Dade County. <br /> <br />5. The Council of Coastal Mayors requests that the Miami-Dade County Mayoriand <br />Commission request a $10,300,000 appropriation from the Energy and Water <br />Appropriations Act of 2000 for implementation of the Miami Beach Innovative <br />Erosion Control and Sand Recycling Project and for the County's on-going shore <br />protection projce~ for 2000 - 2001. ' <br />
